Mexican Drug Trafficking Leader Pleads Guilty in Massive Fentanyl, Cocaine, and Heroin Pipeline Supplying South Carolina

FLORENCE, S.C. — A Mexican national identified by federal authorities as a leader of a large-scale international drug trafficking organization has pleaded guilty in federal court after investigators tied the operation to the distribution of massive quantities of fentanyl, cocaine, and heroin flowing from cartel-linked supply chains into South Carolina.

According to the United States Attorney’s Office for the District of South Carolina, Rafael Contreras Ramos, 40, of Mexico, pleaded guilty to conspiracy charges connected to the trafficking and distribution of controlled substances throughout South Carolina and multiple interstate trafficking corridors tied to cartel-supported narcotics operations.

Federal authorities stated evidence presented during the plea hearing showed Contreras operated as a leader of an international drug trafficking organization responsible for moving more than:

• 40 kilograms of cocaine,
• 14 kilograms of fentanyl,
• and 1 kilogram of heroin

into South Carolina for further distribution.

Investigators stated the trafficking network operated primarily from Tucson, Arizona, while maintaining operational ties to Las Vegas, Nevada, Burlington, North Carolina, and Horry County, South Carolina.

Federal officials further stated the organization received narcotics supply support and operational assistance from a Mexican cartel.

The investigation revealed a sophisticated multi-state trafficking structure involving narcotics transportation, supply coordination, interstate distribution routes, money movement, and long-term trafficking activity extending across multiple jurisdictions over several years.

According to federal investigators, the FBI first identified Contreras’ organization in 2021 during a joint investigation targeting a local drug distribution network operating throughout Horry County and surrounding areas.

Authorities stated investigators later used multiple overt and covert investigative techniques to confirm Contreras and his associates had been trafficking narcotics into South Carolina since at least 2016 before the organization was disrupted through federal charges filed in 2022.

Federal authorities stated the organization generated more than $5 million in drug trafficking proceeds during the course of the operation.

The quantities involved highlight the continuing scale of cartel-linked narcotics pipelines moving fentanyl and cocaine into communities across the United States. Federal authorities continue warning that fentanyl trafficking remains one of the most severe narcotics threats facing the country due to the drug’s extreme potency and direct connection to overdose deaths nationwide.

Investigators also emphasized the increasingly interconnected nature of interstate trafficking organizations, where narcotics networks frequently span multiple states while relying on cartel-linked suppliers, regional distributors, cash movement channels, stash locations, and coordinated transportation systems.

U.S. Attorney Bryan Stirling stated the case reflects broader Homeland Security Task Force efforts aimed at disrupting narcotics trafficking at the organizational level rather than focusing solely on street-level distribution.

FBI Columbia Special Agent in Charge Kevin Moore stated the investigation targeted not only local distributors but also the larger trafficking infrastructure responsible for introducing narcotics into South Carolina communities.

Federal authorities stated Contreras was arrested in Mexico and extradited to the United States for prosecution.

United States District Judge Joseph Dawson accepted the guilty plea. Contreras remains in federal custody awaiting sentencing following completion of a presentence investigation report prepared by the United States Probation Office.

Federal prosecutors stated Contreras faces a mandatory minimum sentence of 10 years in federal prison and could receive up to life imprisonment. Authorities also stated he will be deported to Mexico following completion of his sentence.

Federal officials stated the prosecution forms part of the Homeland Security Task Force initiative established under Executive Order 14159, which focuses on combating transnational criminal organizations, cartel operations, narcotics trafficking, organized violence, human trafficking, and related cross-border criminal activity.

The investigation was conducted by the FBI Columbia Field Office with assistance from the Horry County Sheriff’s Office, Myrtle Beach Police Department, and Horry County Police Department.
