KANSAS CITY, Kan. — Federal authorities have arrested three U.S. citizens accused of conspiring to provide material support to the Islamic State of Iraq and al-Sham (ISIS) following a nationwide counterterrorism investigation involving alleged extremist communications, discussions of attacks targeting American servicemembers, and efforts to fund overseas terrorist operations.
The FBI announced that agents arrested Bisaam Ghafoor, 21, of Leawood, Kansas; Elias Shamsaldeen, 21, of Porterville, California; and Bereen Dzayee, 25, of Lakeside, California, during coordinated operations conducted in Kansas City, San Diego, and Sacramento.
According to a criminal complaint filed in the District of Kansas, the defendants are charged with conspiring to provide material support to ISIS, a designated foreign terrorist organization.
Federal prosecutors stated the investigation uncovered extensive online communications involving support for ISIS ideology, discussions of violent attacks, and plans to provide financial assistance and operational support to individuals the defendants believed were associated with ISIS.
According to court documents, the defendants collectively transferred more than $2,000 to an individual they believed to be an ISIS member overseas.
Investigators stated the communications occurred across Discord chats, encrypted voice calls, and additional online messaging platforms where the defendants allegedly pledged allegiance to ISIS and its leadership while participating in extremist discussions promoting violence and terrorist activity.
Federal authorities stated the defendants discussed acquiring drones and rocket-propelled grenades intended for use in attacks against U.S. military personnel deployed overseas.
According to the complaint, Bisaam Ghafoor allegedly stated it would be “sick” if his name were written on a drone used in an attack targeting Americans. Prosecutors further stated Ghafoor expressed a desire to kill American soldiers and at one point stated, “I wish I could kill 300,000,000 Americans.”
Investigators also stated Ghafoor discussed beheading a female U.S. servicemember.
According to federal prosecutors, Bereen Dzayee allegedly suggested U.S. Special Forces personnel as targets for drone attacks connected to ISIS operations.
Authorities stated Elias Shamsaldeen allegedly expressed a desire to stab and injure a U.S. servicemember and provided financial resources intended to support the purchase of drones allegedly meant for attacks against American military personnel overseas.
Federal officials stated one rocket-propelled grenade projectile purportedly intended for an overseas attack allegedly had Ghafoor’s name written on it as part of the conspiracy.
Investigators additionally stated the defendants discussed traveling outside the United States to fight on behalf of ISIS and expressed willingness in online conversations to die for the terrorist organization.
Federal counterterrorism officials continue warning that online extremist recruitment and digital radicalization remain major homeland security concerns, particularly involving encrypted communications platforms, private online communities, cryptocurrency transfers, and decentralized propaganda distribution systems.
Authorities have increasingly focused on identifying individuals allegedly attempting to support foreign terrorist organizations through financial assistance, operational coordination, online recruitment, propaganda dissemination, and technology-enabled attack planning involving drones and commercially available equipment.
The investigation was conducted by the FBI Joint Terrorism Task Forces operating through the Kansas City, San Diego, and Sacramento field offices with additional assistance from FBI field offices in Richmond and Newark.
Assistant U.S. Attorneys Scott Rask and Michelle MacFarlane for the District of Kansas along with Trial Attorneys Justin Sher and Jay Rezai of the National Security Division’s Counterterrorism Section are prosecuting the case with assistance from the U.S. Attorney’s Offices for the Eastern and Southern Districts of California.
Federal officials stated the charges remain allegations, and all defendants are presumed innocent unless and until proven guilty in federal court.

The thing that bothers me the most about this case is the age of these guys. If they never figure out that they are being used as puppets to do the evil work of others, these young men could be very dangerous in the future. I hope they figure it out and that they get put on a much better track than they are on now.

And I agree, the age of the individuals involved is one of the most disturbing aspects of the case. These are still very young men, and according to federal authorities, they were allegedly already discussing violent extremist ideology, attacks against U.S. servicemembers, and support for a foreign terrorist organization.
A lot of these types of investigations show how online radicalization, encrypted platforms, and extremist propaganda can pull vulnerable individuals into dangerous belief systems very quickly, especially when they become isolated inside digital echo chambers that continuously reinforce violence and hatred.
And your point is important as well because if that mindset is never interrupted or challenged, the potential danger can absolutely grow over time.
Hopefully this case prevents something far worse from happening in the future and pushes them onto a completely different path moving forward.
