VALDOSTA, Ga. — Federal authorities in Georgia have announced the indictment of seven individuals accused of operating a large-scale fentanyl and methamphetamine trafficking network allegedly directed from inside a Georgia state prison by an inmate identified as having ties to Mexican drug cartels and the Norteños criminal street gang.
According to the United States Attorney’s Office for the Middle District of Georgia, the investigation resulted in the seizure of approximately 35 kilograms of suspected crystal methamphetamine, 3.5 kilograms of suspected fentanyl, roughly $145,000 in cash, and the discovery of two clandestine drug laboratories allegedly connected to the organization.
Federal prosecutors stated the operation was uncovered during a Homeland Security Task Force investigation led by Homeland Security Investigations and the Georgia Bureau of Investigation with assistance from multiple federal, state, and local law enforcement agencies across Georgia.
Authorities allege the trafficking operation was directed by Luis Alfonso Ramirez, also known as “Poncho” and “OG Ponch,” a 40-year-old inmate housed within the Georgia Department of Corrections system at Washington State Prison located in the Middle District of Georgia. Investigators stated Ramirez allegedly used contraband cellular phones while incarcerated to coordinate large-scale narcotics trafficking activity involving methamphetamine and fentanyl distribution networks operating throughout several Georgia counties.
Federal officials identified Ramirez as an alleged member of the Norteños criminal street gang with reported ties to Mexican drug cartels.
The federal indictment filed in U.S. District Court charges Ramirez along with Jacquez Latron Franks, Ramiro Villa Chaves, Misael Benitez Bustos, Alejandro Renteria Blanco, Bergin Zeylaya Flores, and Monique Renee Burton with conspiracy to possess with intent to distribute and distribute controlled substances. Prosecutors stated each defendant faces a maximum possible sentence of life imprisonment if convicted.
Court documents state the alleged conspiracy operated from at least October 2024 through May 2026 and involved the distribution of significant quantities of methamphetamine and fentanyl across multiple counties throughout Georgia including Hall, Cobb, Gwinnett, DeKalb, Fulton, Douglas, and Spalding counties.
Federal authorities stated four of the defendants — Ramiro Villa Chaves, Misael Benitez Bustos, Alejandro Renteria Blanco, and Bergin Zeylaya Flores — are in the United States illegally and had previously been deported or removed from the country before their alleged involvement in the trafficking organization.
Investigators also stated that both Franks and Villa Chaves had prior serious drug felony convictions before the current federal charges were filed.
The Homeland Security Task Force initiative focuses heavily on dismantling transnational criminal organizations, cartel-connected trafficking pipelines, violent gang activity, human trafficking operations, and narcotics distribution networks operating across state and international borders. Federal officials stated the operation involved coordination between Homeland Security Investigations, the Georgia Bureau of Investigation, the FBI North Georgia Major Offenders Task Force, the Georgia Department of Corrections, the Georgia State Patrol, the Georgia National Guard Counter Drug Task Force, and several county sheriff’s offices and local police departments.
Authorities stated fentanyl is one of the most deadly narcotics impacting communities across the United States due to its extreme potency and increasing presence within cartel-linked trafficking operations. Crystal methamphetamine trafficking operations also continue generating major public safety concerns tied to organized criminal enterprises, overdose deaths, violence, and repeat narcotics distribution activity.
The defendants remain in federal custody pending proceedings in U.S. Magistrate Court in Albany, Georgia.
Assistant U.S. Attorney Mike Morrison is prosecuting the case for the government.
An indictment is merely an allegation of criminal conduct. All defendants are presumed innocent unless and until proven guilty in a court of law beyond a reasonable doubt.
