Status: WhatsApp seeking federal contempt action against NSO Group
WhatsApp has accused spyware manufacturer NSO Group of conducting spearphishing operations targeting WhatsApp users despite an existing federal court injunction prohibiting the company from using the platform as part of surveillance or intrusion activity.
According to Meta-owned WhatsApp, the company detected the alleged attacks after users reported suspicious activity involving malicious links and social engineering attempts designed to redirect targets to external websites outside the WhatsApp platform.
The messaging platform stated the activity resembled previously identified one-click phishing operations historically linked to NSO Group surveillance infrastructure and spyware deployment campaigns.
WhatsApp announced it is now pursuing a federal contempt action against NSO Group, arguing the alleged activity violated a permanent injunction issued in October that barred the company from targeting WhatsApp infrastructure or users.
The legal dispute stems from a major lawsuit involving alleged NSO surveillance operations targeting approximately 1,400 WhatsApp users during a previously disclosed zero-click spyware campaign in 2019.
Earlier this year, a federal jury awarded WhatsApp $167 million in damages tied to the case before the amount was later reduced by the presiding judge to approximately $4.4 million.
The permanent injunction issued against NSO Group reportedly created significant legal and operational pressure on the spyware company. Court filings previously submitted by NSO argued the injunction could threaten the future viability of the company and potentially force the organization out of business.
NSO also argued the restrictions could negatively impact intelligence, law enforcement, and counterterrorism operations relying on surveillance capabilities provided through its spyware technologies.
WhatsApp stated the latest campaign allegedly involved the creation of test accounts and groups removed by the company during the investigation. The company also released threat indicators associated with the activity and urged users to remain cautious of suspicious messages, malicious links, and phishing attempts delivered through text messages, messaging applications, and email platforms.
NSO Group has remained one of the most controversial companies operating within the commercial spyware sector due to repeated allegations involving surveillance operations targeting journalists, dissidents, activists, political figures, attorneys, diplomats, and civil society organizations across multiple countries.
The company’s Pegasus spyware platform has repeatedly drawn international scrutiny due to allegations involving covert mobile device compromise operations capable of extracting messages, activating microphones, monitoring communications, accessing cameras, collecting location data, and bypassing encrypted communication protections on targeted devices.
Cybersecurity analysts continue warning that modern spyware operations increasingly rely on hybrid attack strategies combining social engineering, phishing infrastructure, messaging platform abuse, mobile exploitation frameworks, credential harvesting, and covert persistence mechanisms designed to maintain surveillance access over extended periods.
Social engineering campaigns tied to advanced surveillance operations frequently attempt to exploit trust relationships, impersonation tactics, emotionally manipulative messaging, false security notifications, or fabricated account alerts to increase victim interaction rates and compromise success.
Security researchers continue warning that mobile messaging ecosystems remain high-value intelligence collection targets due to the enormous volume of sensitive communications, identity information, authentication workflows, personal relationships, operational coordination, and enterprise activity flowing through encrypted communication platforms daily.

TRJ Verdict
The conflict between WhatsApp and NSO Group reflects a growing collision between commercial surveillance infrastructure, encrypted communications ecosystems, and global cyber legal enforcement efforts.
Modern spyware operations no longer rely exclusively on advanced zero-click exploits. Increasingly, threat actors combine social engineering, phishing infrastructure, messaging manipulation, and trust exploitation to bypass hardened technical defenses through human interaction itself.
The continued targeting of encrypted messaging ecosystems demonstrates that communication infrastructure remains one of the most strategically valuable intelligence collection surfaces in the modern digital environment.
As commercial spyware capabilities continue evolving, the line separating cyber warfare tools, intelligence operations, surveillance technology, and private-sector offensive cyber infrastructure becomes increasingly blurred.
