BALTIMORE, Maryland — A Maryland man identified by federal authorities as a member and associate of the violent extremist network known as “764” has been sentenced to 30 years in federal prison after sexually exploiting multiple minor victims, coercing acts of self-harm, and carrying out a campaign of online extortion and cyberstalking.
U.S. District Judge Matthew J. Maddox sentenced Erik Lee Madison, 21, of Halethorpe, Maryland, to 30 years in prison followed by lifetime supervised release for sexually exploiting a child and cyberstalking. The court also ordered Madison to pay $3,000 in restitution.
According to federal authorities, Madison sexually exploited at least 10 minor female victims.
The sentencing was announced by U.S. Attorney Kelly O. Hayes for the District of Maryland, FBI Baltimore Special Agent in Charge Jimmy Paul, Anne Arundel County Police Department Chief Amal E. Awad, and Baltimore County Police Department Chief Robert McCullough.
Federal prosecutors stated that Madison used online platforms to identify and exploit vulnerable teenagers between November 2024 and November 2025. Court documents indicate that victims were located in multiple areas both within and outside the United States.
According to investigators, Madison used internet communications to coerce victims into producing and streaming sexually explicit content. Prosecutors also stated that he encouraged victims to engage in acts of self-harm, including cutting themselves with razors and carving words or symbols into their bodies.
Court records further state that Madison forced victims to use their own blood to create signs and messages associated with his online aliases before displaying them during livestreams. Authorities also said he encouraged victims to injure animals.
According to prosecutors, Madison maintained control over victims through threats, intimidation, and blackmail. Federal authorities stated that he threatened to release sexually explicit material, distribute recordings depicting self-harm, expose victims and family members through doxxing, and conduct swatting attacks targeting victims and their relatives.
Investigators identified Madison as a member and associate of “764,” which federal authorities describe as a network of Nihilistic Violent Extremists that targets vulnerable individuals through online platforms.
According to the Department of Justice, members of the network have been linked to the possession, production, and distribution of child sexual abuse material and graphic violent content. Authorities state that members frequently use extortion and coercion to force victims to comply with escalating demands.
U.S. Attorney Kelly O. Hayes described Madison as a child predator whose crimes targeted some of the most vulnerable members of society. Hayes stated that the sentence sends a message that those who abuse and terrorize children will be identified, prosecuted, and held accountable.
Federal officials have warned that networks such as “764” often target minors through social media and other online communication platforms, using manipulation, fear, and psychological abuse to gain control over victims.
FBI Baltimore Special Agent in Charge Jimmy Paul stated that Madison used the internet to sexually exploit multiple minor female victims while operating as a member and associate of the violent extremist network known as “764.” Paul emphasized that the FBI remains committed to identifying and disrupting individuals and networks that target children through online coercion, exploitation, and abuse.
Federal officials have also warned that such networks have been linked to child sexual abuse material, graphic violent content, self-harm coercion, threats of violence, animal abuse, and other forms of criminal exploitation.
The investigation was conducted by the FBI Baltimore Field Office with assistance from the Anne Arundel County Police Department and the Baltimore County Police Department.
The case was prosecuted as part of Project Safe Childhood, a nationwide Department of Justice initiative focused on combating child sexual exploitation and abuse through coordinated federal, state, and local law enforcement efforts.
Madison will serve his federal prison sentence before beginning a lifetime term of supervised release.
