SAN DIEGO LAW ENFORCEMENT LEADERS GRADUATE FROM PRESTIGIOUS FBI NATIONAL ACADEMY PROGRAM

SAN DIEGO — Four law enforcement professionals from Southern California have graduated from the FBI National Academy, completing one of the nation’s most respected leadership development programs for senior law enforcement officials.

The graduates were recognized following completion of the FBI National Academy’s 298th session at the FBI Training Academy in Quantico, Virginia.

Representing agencies within the FBI San Diego Field Office’s area of responsibility, the graduates include:

• William Elijah Amavisca — San Diego County Sheriff’s Office
• Murad Masad — Imperial County Sheriff’s Office
• Yesenia P. Quintos — San Diego Police Department
• Juan Smaine-Rovira — Naval Criminal Investigative Service (NCIS)

The FBI National Academy is considered one of the premier professional development programs for experienced law enforcement leaders. Admission is by invitation only through a highly competitive nomination process that identifies individuals demonstrating exceptional leadership, professional achievement, and a commitment to public service.

According to the FBI, participants complete an intensive 10-week residential program that combines advanced academic instruction, leadership development, physical fitness, and practical training designed to prepare senior law enforcement officials for increasingly complex public safety challenges.

The curriculum emphasizes executive leadership, organizational management, behavioral science, constitutional law, communication, forensic science, emerging criminal threats, and interagency collaboration. Participants also engage with fellow law enforcement professionals from local, state, federal, tribal, military, and international agencies, fostering professional relationships that often continue throughout their careers.

FBI San Diego Special Agent in Charge Mark Remily praised the graduates for successfully completing the demanding program.

“The FBI National Academy demands excellence, resilience, and a commitment to continuous growth,” Remily said. “These graduates return to their agencies with strengthened leadership skills, broader perspectives, and a professional network that ultimately benefits the communities they serve.”

The FBI traces the origins of the National Academy to 1935, when the Bureau established its Police Training School to improve professionalism and standardize law enforcement practices across the United States. Over the decades, the program has evolved into an internationally recognized leadership academy attended by thousands of senior law enforcement officials from around the world.

The Academy also maintains an academic partnership with the University of Virginia, allowing participants to earn undergraduate and graduate-level academic credits while completing the program.

Upon graduation, participants become eligible to join the FBI National Academy Associates (FBINAA), an international professional organization consisting of more than 14,000 law enforcement leaders representing over 8,200 agencies across all 50 states and 176 countries. The association promotes continued professional development, leadership, education, and cooperation among law enforcement agencies worldwide.

The FBI said graduates of Session 298 will return to their respective agencies equipped with enhanced leadership skills, expanded professional networks, and new strategies designed to strengthen public safety and improve law enforcement operations throughout their communities.
