STAFFORD MAN SENTENCED TO 25 YEARS IN FEDERAL PRISON FOR SEXUALLY ABUSING TWO WOMEN AT U.S. INTELLIGENCE CONFERENCE

NEWPORT NEWS, Va. — A former senior intelligence official and retired U.S. Army colonel has been sentenced to 25 years in federal prison after being convicted of sexually abusing two women during a government intelligence conference held at a federal facility in Virginia.

Michael A. Dillard, 63, of Stafford, Virginia, was sentenced after a federal jury convicted him of sexual abuse, aggravated sexual abuse, abusive sexual contact, and making false statements in connection with assaults that occurred during an intelligence conference in July 2022.

According to court records and evidence presented during trial, Dillard was serving as Deputy Director of Facilities for the Office of the Director of National Intelligence at the time of the offenses. He also previously served as a colonel in the United States Army before his civilian government service.

Federal prosecutors said the assaults occurred during an intelligence conference held at a U.S. government facility in Williamsburg, Virginia.

According to evidence presented at trial, on July 27, 2022, Dillard instructed one of the victims, who worked under his supervision, to accompany him to his hotel room. Prosecutors stated that he sexually assaulted her while preventing her from leaving the room. After she was able to leave, she immediately reported the incident to a colleague attending the conference.

Later that evening, concerns arose after another conference attendee failed to appear for scheduled activities. According to court records, colleagues requested a welfare check, which led base police officers to Dillard’s hotel room during the early morning hours.

Authorities located the second victim inside the room. She was transported to the base medical clinic to receive treatment and care.

Federal investigators launched a criminal investigation following the incidents.

According to court records, both victims later filed complaints with the Equal Employment Opportunity Commission (EEOC) during 2023 concerning Dillard’s conduct.

During the investigation, prosecutors said Dillard submitted a written statement denying the allegations and falsely claimed that no sexual contact or sexual activity had occurred with either woman. Those statements ultimately resulted in his conviction on federal false statement charges in addition to the sexual abuse offenses.

The case underscores the serious criminal consequences that can result from abuse of supervisory authority within federal workplaces. Prosecutors argued that Dillard used his position of authority to facilitate the offenses, while investigators documented evidence that contradicted his subsequent denials.

Following a federal trial, Dillard was convicted on multiple felony counts, including aggravated sexual abuse, sexual abuse, abusive sexual contact, and making false statements. He has now been sentenced to serve 25 years in federal prison.

The investigation was conducted by the FBI Norfolk Field Office.
