FEDERAL INMATE PLEADS GUILTY TO DIRECTING MULTI-KILOGRAM FENTANYL TRAFFICKING CONSPIRACY FROM PRISON

JACKSONVILLE, Fla. — A federal inmate already serving time for a previous drug trafficking conviction has pleaded guilty to directing a large-scale fentanyl distribution conspiracy from inside prison, using a contraband cellphone to coordinate the transportation of multiple kilograms of the deadly synthetic opioid into Florida, federal prosecutors announced Tuesday.

The U.S. Attorney’s Office for the Middle District of Florida said Daniel Don Juan, 35, of Georgia, pleaded guilty to conspiracy to distribute and possess with intent to distribute 400 grams or more of fentanyl.

Under federal law, Don Juan faces a mandatory minimum sentence of 15 years in federal prison, with a maximum possible sentence of life imprisonment. A sentencing hearing has not yet been scheduled.

According to court records, the investigation began on April 12, 2025, after agents with Homeland Security Investigations (HSI) in Jacksonville were contacted by HSI agents in Savannah regarding a traffic stop conducted by the Turner County Sheriff’s Office in Georgia.

During the traffic stop, deputies requested a narcotics detection canine, which alerted to the presence of illegal drugs inside the vehicle. A subsequent search led investigators to discover approximately seven kilograms of fentanyl concealed inside the vehicle.

Federal investigators determined the driver was transporting the fentanyl from Lawrenceville, Georgia, to Jacksonville, Florida, as part of a larger drug trafficking operation.

According to court documents, the co-conspirator told investigators that Don Juan instructed the individual to travel to a parking lot in Lawrenceville to retrieve what was described as “seven pieces,” a phrase investigators later determined referred to the seven kilograms of fentanyl.

Authorities allege another individual arrived at the meeting location, placed a box containing the fentanyl into the vehicle, and departed before the courier began traveling toward Jacksonville.

Investigators determined Don Juan orchestrated the drug shipment while incarcerated in federal prison by using a contraband cellular telephone to communicate with members of the conspiracy.

According to prosecutors, Don Juan provided detailed instructions regarding the travel route, destination, delivery procedures, and the individual who would receive the fentanyl upon its arrival in Jacksonville.

The investigation also revealed the courier had allegedly completed multiple previous drug deliveries on Don Juan’s behalf, including shipments into the Middle District of Florida.

Fentanyl is a synthetic opioid that is approximately 50 times more potent than heroin and 100 times more potent than morphine. Even relatively small quantities can be lethal, making multi-kilogram seizures particularly significant for law enforcement agencies working to combat illicit opioid trafficking.

Seven kilograms of fentanyl represents millions of potentially lethal doses depending on purity and how the substance is ultimately distributed, underscoring the continuing threat posed by large-scale trafficking organizations.

The investigation was conducted by Homeland Security Investigations, Internal Revenue Service Criminal Investigation, the Federal Bureau of Investigation, the Florida Highway Patrol, the Turner County Sheriff’s Office, and the Georgia State Patrol.
