DETROIT MAN SENTENCED TO LIFE IN FEDERAL PRISON FOR LEADING MULTI-STATE FENTANYL TRAFFICKING ORGANIZATION

CLARKSBURG, W.Va. — A Detroit man has been sentenced to life in federal prison after being convicted of leading a large-scale drug trafficking organization that distributed fentanyl and other controlled substances across five states while supplying distributors throughout northern West Virginia.

The U.S. Attorney’s Office for the Northern District of West Virginia announced Wednesday that LaShawn Monroe, 31, received a life sentence for operating a multi-state drug trafficking organization responsible for transporting large quantities of fentanyl and other illegal narcotics from California into West Virginia and surrounding states.

According to federal prosecutors, Monroe directed a trafficking network that operated across West Virginia, Michigan, California, Ohio, and Pennsylvania, recruiting couriers to transport illegal drugs from California to distribution points in West Virginia and Michigan.

Investigators said Monroe managed a network of at least eight drug redistributors who sold narcotics throughout Monongalia and Marion counties, generating an estimated street value of approximately $812,000.

Federal authorities stated that Monroe maintained two residences in West Virginia, including one in Morgantown and another in Fairmont that investigators identified as a stash house used to store narcotics and other evidence connected to the trafficking operation.

Search warrants executed at both locations resulted in the seizure of three loaded firearms, approximately 8.8 kilograms of methamphetamine, 7.54 kilograms of fentanyl, 1.94 kilograms of cocaine, 1.1 kilograms of crack cocaine, and 412 grams of heroin.

Federal authorities said the fentanyl seizure ranks among the largest ever recorded in West Virginia.

According to prosecutors, fentanyl is a synthetic opioid approximately 50 times more potent than heroin and 100 times more potent than morphine. Because of its extreme potency, even relatively small quantities can prove fatal, making multi-kilogram seizures a significant priority for federal, state, and local law enforcement agencies working to disrupt large-scale trafficking organizations.

Investigators estimate the quantity of fentanyl seized during the investigation was capable of producing millions of potentially lethal doses depending on its purity and how it would ultimately have been distributed.

The investigation was led by the Mon Metro Drug Task Force, a High Intensity Drug Trafficking Area (HIDTA) initiative that coordinates resources among federal, state, and local law enforcement agencies to combat major drug trafficking organizations. The investigation also received assistance from the Drug Enforcement Administration offices in Detroit, Columbus, and Cleveland.

“The Morgantown Police Department is grateful to our regional and federal partners for their help suppressing the influx of lethal street drugs,” said Deputy Chief Christopher J. Ruehmer. “We will continue to aggressively target and prosecute those individuals that try to bring this poison into our community.”

The case was prosecuted by Assistant U.S. Attorney Zelda E. Wesley.

Chief U.S. District Judge Thomas S. Kleeh imposed the life sentence.

Federal authorities said the prosecution was part of Operation Take Back America, a Department of Justice initiative focused on disrupting drug trafficking organizations, transnational criminal enterprises, and other significant public safety threats.
