U.S. LIFTS EXPORT RESTRICTIONS ON ANTHROPIC’S FRONTIER CYBERSECURITY AI MODELS AFTER SECURITY AGREEMENT

WASHINGTON, D.C. — The U.S. government has lifted export restrictions on advanced cybersecurity-focused artificial intelligence models developed by Anthropic, restoring international access to one of the company’s frontier AI systems after reaching a series of security agreements intended to strengthen safeguards against misuse.

Anthropic announced that global access to its Fable 5 cybersecurity model has resumed following the removal of export controls that had temporarily prevented foreign users from accessing the platform. The restrictions remained in place for approximately three weeks while the company worked with federal officials to address concerns surrounding the model’s cybersecurity capabilities.

The action marked one of the first known instances in which U.S. export control authorities were used to restrict access to advanced artificial intelligence software rather than physical technologies such as semiconductors, processors, or networking hardware.

According to Anthropic, the company temporarily disabled access for all users after the export controls were imposed to ensure compliance with federal regulations. Following negotiations with government officials, the restrictions were lifted after Anthropic agreed to implement additional security measures and expand cooperation with federal agencies evaluating frontier artificial intelligence systems.

Although international access to Fable 5 has resumed, Anthropic stated that its more advanced cybersecurity model, Mythos 5, remains available only to approved U.S. organizations through Project Glasswing, the company’s controlled-access program supporting critical infrastructure defenders and other vetted cybersecurity organizations.

Anthropic said discussions continue regarding broader domestic and international access to Mythos 5 under additional security controls.

The export restrictions were reportedly prompted after researchers demonstrated a technique capable of using the model to assist with software vulnerability analysis. According to Anthropic, subsequent technical reviews determined the method relied primarily on legitimate defensive cybersecurity workflows rather than bypassing the model’s built-in safety controls.

The company stated that the technique involved providing the model with software containing both known and intentionally introduced vulnerabilities before requesting assistance identifying, correcting, and testing the code. Anthropic concluded that the behavior reflected routine defensive cybersecurity practices used by security professionals during software development and vulnerability remediation.

According to the company, additional testing found similar capabilities in other advanced artificial intelligence systems, indicating the behavior was not unique to Anthropic’s models.

As part of the agreement restoring international access, Anthropic developed a new safety classifier designed to detect and block the specific workflow that prompted regulatory concerns. Company officials said the updated safeguards successfully prevented the technique in more than 99 percent of internal testing scenarios.

Anthropic also committed to expanding cooperation with federal agencies responsible for evaluating advanced artificial intelligence technologies before public deployment. The company said those commitments include providing government evaluators with pre-release access to frontier AI models, rapidly disclosing significant jailbreak techniques, dedicating engineering resources to joint cybersecurity research, participating in voluntary industry security standards, and expanding vulnerability disclosure efforts through a dedicated HackerOne bug bounty program focused on AI security testing.

The company also announced that it is working with industry partners, including Amazon, Microsoft, and Google, to develop a standardized framework for evaluating the severity of AI jailbreak techniques. The proposed framework would assess issues based on capability gained, the number of affected functions, the ease with which attacks could be weaponized, and how easily techniques could be discovered or reproduced.

The policy change comes as cybersecurity agencies within the Five Eyes intelligence alliance, which includes the United States, Canada, the United Kingdom, Australia, and New Zealand, continue warning governments and private industry that frontier artificial intelligence models are expected to significantly reshape both cyber defense and offensive cyber operations over the coming months.

Security officials have cautioned that increasingly capable AI systems are likely to accelerate vulnerability research, software development, threat detection, malware analysis, and incident response while also creating opportunities for threat actors to automate portions of cyberattacks, phishing campaigns, reconnaissance, and exploitation activities.

The removal of the export restrictions may establish an important precedent for how advanced artificial intelligence models with cybersecurity capabilities are regulated in the future as governments continue balancing national security concerns with the need to provide defensive security professionals access to increasingly powerful AI technologies.
