WASHINGTON — A former senior adviser to the Federal Reserve Board of Governors has been sentenced to federal prison after a jury convicted him of lying to federal investigators about sharing restricted Federal Reserve information with Chinese intelligence operatives over a period of several years.
According to the U.S. Department of Justice, John Harold Rogers, 64, of Vienna, Virginia, was sentenced to 38 months in federal prison followed by 12 months of supervised release after being convicted of making false statements during a federal counterintelligence investigation. Federal prosecutors had requested a sentence of 60 months.
A federal jury found Rogers guilty on February 3, 2026, following a two-day deliberation after determining he repeatedly made false statements to investigators from the Office of Inspector General for the Federal Reserve Board of Governors and the Consumer Financial Protection Bureau regarding his contacts with individuals working on behalf of the Chinese government.
Court records show Rogers served for decades at the Federal Reserve Board of Governors, where he ultimately worked as a Senior Adviser in the Division of International Finance from 2010 through 2021. In that role, he had access to restricted, nonpublic information concerning U.S. monetary policy, Federal Open Market Committee (FOMC) deliberations, and other confidential economic information that could significantly influence domestic and global financial markets.
According to evidence presented during trial, Rogers began developing a clandestine relationship in 2017 with Hummin Lee, whom federal prosecutors identified as a Chinese intelligence operative. The two initially met during a conference in China before continuing their relationship through multiple meetings held in hotel rooms under the guise of conducting academic classes.
Prosecutors established that Rogers printed restricted Federal Reserve documents before traveling to China, removed security markings from confidential materials before emailing them to his personal account, and forwarded sensitive Federal Reserve information to a professor at Fudan University, a Chinese state-run institution, shortly before meeting with Lee.
According to court testimony, Rogers understood that Lee was preparing reports for the Chinese government using information Rogers supplied. Prosecutors also argued Rogers knew that advance knowledge of potential Federal Reserve interest-rate decisions could provide a substantial financial advantage to parties trading China’s extensive holdings of U.S. Treasury securities, estimated at approximately $1.5 trillion during the period referenced in the case.
Federal prosecutors further established that Rogers received professional and financial benefits in exchange for maintaining the relationship. Court records indicate those benefits included assistance involving his wife, university appointments in China, financial compensation, and other professional opportunities. During the investigation, Rogers admitted he “owed everything” to Hummin Lee.
The conviction centered on statements Rogers made during a February 4, 2020, interview with investigators from the Federal Reserve Board’s Office of Inspector General. When asked directly whether he had ever shared restricted Federal Reserve information outside the Board, Rogers answered, “Never.”
Federal prosecutors proved that statement was false, and jurors also determined Rogers provided false testimony while testifying during his trial.
The investigation was conducted by the Federal Bureau of Investigation Washington Field Office and the Federal Reserve Board Office of Inspector General.
The case was prosecuted by Assistant U.S. Attorneys Adam Barry and Jocelyn Ballantine, along with Trial Attorneys Nicholas O. Hunter and Yifei Zheng of the Department of Justice’s National Security Division.

I’m wondering if 38 months in federal prison is enough myself. This type of thing has huge financial ramifications. Once out of prison, his record will make it difficult for Mr. Rogers to find a job so I guess there will also be natural consequences for this crime. I’m not sure if 12 months of supervision is enough but I guess it will be known in the long run. I appreciate those who worked on this case. China has got to be one of the largest culprits when it comes to this sort of thing.
