HOUSTON — A Houston man has pleaded guilty to concealing material support provided to ISIS through the creation and distribution of terrorist propaganda and to making false statements concerning a weapon he possessed.
Anas Said, 30, entered the guilty plea before U.S. District Judge David Hittner, who accepted it on July 24, 2026. Said admitted that he pledged his support to the Islamic State of Iraq and al-Sham and used multiple social-media accounts to post, share, and distribute propaganda promoting the designated foreign terrorist organization.
The conduct extended beyond reposting material created by other ISIS supporters. According to court records, Said personally produced media and communicated with others about distributing that content through channels associated with the terrorist organization.
Said used Telegram to discuss ISIS propaganda and obtain feedback on media he created. In one exchange, he discussed sending a video clip to the Sarh al-Khilafah Institution, which agreed to publish the material through its channel.
Sarh al-Khilafah, also known as Tower of the Caliphate, is described in court records as a media organization that produces and distributes content on behalf of ISIS. Its material ranges from operational-security instructions to guides concerning chemicals and explosives. The organization also collects and redistributes ISIS propaganda across online platforms.
Said admitted that he knew Sarh al-Khilafah operated on behalf of and in coordination with ISIS.
Before the video was published, Said removed his name as its designer. By removing the identifying information, he concealed his role in creating the propaganda and hid the material support he was providing to the terrorist organization.
The federal charge does not depend solely on whether a defendant transferred money or physical equipment. Material support can involve services provided to a designated foreign terrorist organization. In this case, Said admitted concealing his contribution to an ISIS-aligned media operation by creating propaganda, arranging for its publication, and removing evidence identifying him as its designer.
Online propaganda serves several purposes for terrorist organizations. It can spread extremist ideology, attract supporters, circulate tactical material, encourage violence, and preserve an organization’s influence beyond the territory it physically controls. Said’s conduct provided ISIS with media created for distribution through an established propaganda channel.
Said also pleaded guilty to making material false statements to law enforcement concerning a weapon he possessed and had discussed through social media.
As part of his plea, Said admitted making the statement: “I am thinking and hoping to kill the infidels with a weapon and as many people as possible in order to heal my heart.”
The false-statements charge concerns the accuracy of information provided to federal investigators during an inquiry involving a potential threat. False information in that setting can interfere with investigators’ ability to determine whether a weapon is accessible, evaluate the immediacy of a threat, and protect the public.
Said’s guilty plea resolves the criminal charges without a trial. His admissions establish responsibility for concealing material support to a designated foreign terrorist organization and making materially false statements.
Judge Hittner scheduled sentencing for October 16, 2026.
Said faces up to 10 years in federal prison for concealing material support to a foreign terrorist organization. He also faces a maximum sentence of five years for making material false statements.
Each count carries a possible fine of up to $250,000. The statutory penalties describe the maximum punishment available and do not represent a predetermined sentence. Judge Hittner will determine the final sentence after considering the applicable federal sentencing guidelines and other factors required by law.
Said has remained in federal custody and will continue to be detained pending sentencing.
The FBI Houston Joint Terrorism Task Force conducted the investigation with assistance from the Houston Police Department, Sugar Land Police Department, and Harris County Sheriff’s Office.
The Joint Terrorism Task Force also includes personnel from the Montgomery County Sheriff’s Office, Homeland Security Investigations, the Department of State’s Diplomatic Security Service, IRS Criminal Investigation, U.S. Citizenship and Immigration Services, U.S. Secret Service, Houston Metro Police Department, U.S. Customs and Border Protection, and Federal Air Marshals Service.
Assistant U.S. Attorneys Steven Schammel and Liesel Roscher prosecuted the case.
