LOUISVILLE, Ky. — A federal grand jury in Louisville returned an indictment on July 22, 2026, charging seven individuals in connection with an alleged cocaine-distribution conspiracy uncovered during a lengthy investigation by the Louisville Homeland Security Task Force.
Michael Morris, Lajuan Sanders, James Moorman, Wayne Allen, Miriam Thompson-Morris, Gary Ross, and Jeffery Roberson were each charged with one count of conspiring to distribute 500 grams or more of a mixture or substance containing cocaine. The alleged conspiracy operated in Jefferson County, Kentucky, from April 13 through July 22, 2026.
Six defendants were arrested and appeared before a U.S. magistrate judge in the U.S. District Court for the Western District of Kentucky on July 29. Jeffery Roberson is expected to make his initial court appearance at a later date.
James Moorman faces additional federal charges involving methamphetamine and firearms. Prosecutors charged Moorman with possession of a firearm in furtherance of a drug-trafficking crime, possession with intent to distribute five grams or more of methamphetamine, and possession of a firearm with knowledge that he had previously been convicted of a felony.
The firearm charge is supported by a series of prior felony convictions identified in the indictment. These earlier convictions are established court outcomes and are separate from the pending federal allegations.
Moorman was convicted in Jefferson Circuit Court on January 23, 1990, under case number 89-CR-1087, of two counts of trafficking cocaine.
On September 6, 1995, he was convicted under case number 95-CR-0208 of first-degree illegal possession of a controlled substance and tampering with physical evidence.
Moorman was convicted again on October 14, 1996, under case number 96-CR-2298, of trafficking cocaine and illegally possessing cocaine.
Two additional convictions were entered on June 3, 2003. Under case number 01-CR-2060, Moorman was convicted of first-degree trafficking in a controlled substance while possessing a firearm as a subsequent offender, possession of a firearm by a convicted felon, and second-degree illegal possession of a controlled substance while possessing a firearm. Under case number 02-CR-1628, he was convicted of first-degree trafficking in cocaine as a subsequent offender.
Three more cases resulted in convictions on September 17, 2019. Under case number 17-CR-2407, Moorman was convicted of first-degree trafficking in two grams or more of heroin, first-degree trafficking in cocaine, and possession of a handgun by a convicted felon.
Under case number 18-CR-1841, he was convicted of illegally possessing methamphetamine and tampering with physical evidence. Under case number 18-CR-3425, he was convicted of illegally possessing heroin and tampering with physical evidence.
If convicted of the pending federal charges, Moorman faces a mandatory minimum sentence of 20 years in prison and a maximum sentence of life imprisonment.
Michael Morris, Lajuan Sanders, Wayne Allen, Miriam Thompson-Morris, Gary Ross, and Jeffery Roberson each face a minimum of five years and a maximum of 40 years in federal prison if convicted. Any sentence would be determined by a federal district court judge after consideration of the U.S. Sentencing Guidelines and other statutory factors. Parole is not available in the federal prison system.
The investigation brought together personnel from the Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms and Explosives, Federal Bureau of Investigation, Internal Revenue Service Criminal Investigation, Homeland Security Investigations, and Louisville Metro Police Department.
U.S. Attorney Kyle G. Bumgarner of the Western District of Kentucky described the Louisville Homeland Security Task Force as a national model for interagency cooperation. He credited federal agents and Louisville Metro Police Department investigators with conducting a long-term operation directed at significant drug-trafficking activity affecting the community.
DEA Louisville Field Division Special Agent in Charge Jim Scott said the agency and its law-enforcement partners remain committed to pursuing individuals accused of profiting from dangerous drugs and contributing to violence. Scott said the coordinated federal response is intended to demonstrate that drug-trafficking activity will carry serious consequences.
ATF Louisville Field Division Special Agent in Charge John Nokes emphasized the agency’s commitment to identifying individuals whose alleged narcotics trafficking and illegal firearm activity contribute to violent crime. He said ATF would continue working through the task force to investigate organized criminal groups and violent offenders.
FBI Louisville Field Office Special Agent in Charge Olivia Olson said the investigation and resulting arrest operation demonstrated the Homeland Security Task Force mission in action. Olson credited the combined authority, resources, and expertise of federal, state, and local agencies with strengthening the operation and improving the ability of law enforcement to confront threats facing communities.
IRS Criminal Investigation Detroit Field Office Acting Special Agent in Charge Robert Kuszynski said the indictment resulted from the sustained work of the Louisville Homeland Security Task Force. He said IRS-CI and its partners remain committed to pursuing individuals whose conduct threatens public safety through illegal narcotics and violent crime.
HSI Nashville Special Agent in Charge Dennis M. Fetting said the task force allows participating agencies to combine their authorities and resources against threats to public safety and national security. He described the arrests and disrupted threats produced through those operations as part of the government’s responsibility to protect the American people.
Louisville Metro Police Department Chief Paul L. Humphrey credited investigators across local, state, and federal law enforcement with devoting extensive time to the case. Humphrey said the investigation demonstrated what agencies can accomplish through a shared commitment to public safety.
The prosecution is being handled by Assistant U.S. Attorneys Joshua R. Porter and Frank E. Dahl III, with assistance from Paralegal Specialist Adela Alic.
The Louisville Homeland Security Task Force includes agents and officers from the FBI, HSI, DEA, ATF, IRS-CI, and participating local law-enforcement agencies. The U.S. Attorney’s Office for the Western District of Kentucky is leading the prosecution.
The broader Homeland Security Task Force initiative was established under Executive Order 14159, “Protecting the American People Against Invasion.” It operates as a federal interagency partnership focused on investigating and prosecuting criminal cartels, foreign gangs, transnational criminal organizations, and human-smuggling and trafficking networks operating inside and outside the United States.
The initiative directs federal law-enforcement resources toward identifying, investigating and prosecuting crimes committed by those organizations, with particular emphasis on child trafficking and other crimes involving children. It also uses available federal authorities to prosecute and remove the most violent criminal aliens from the United States.
The charges against Michael Morris, Lajuan Sanders, James Moorman, Wayne Allen, Miriam Thompson-Morris, Gary Ross, and Jeffery Roberson remain allegations. Each defendant is entitled to the presumption of innocence unless the government proves the pending charges beyond a reasonable doubt in court.
