NEW YORK — A Turkey-based global director of a purported international humanitarian organization has been arrested in the United Kingdom and charged with conspiring to provide material support to Hamas and committing related terrorism-financing offenses.
A three-count federal criminal complaint charges Mohammad Yousef Hasna, also known as “Orhan Korkmaz” and “Abu al-Baraa,” 45, of Istanbul, Turkey, with conspiracy to provide material support to Hamas, conspiracy to finance terrorism, and financing terrorism.
Each charge carries a maximum penalty of 20 years in federal prison. Any sentence would be determined by a federal district court judge after consideration of the U.S. Sentencing Guidelines and other statutory factors.
Hamas, formally known as Harakat al-Muqawamah al-Islamiyya, has been designated by the United States as a foreign terrorist organization since 1997.
Federal prosecutors allege that Hasna used his senior position within a purported global charity registered in the United Kingdom to raise money and coordinate the delivery of funds, food, supplies, and other commodities to Hamas in Gaza.
According to the complaint, Hasna worked directly with members of Hamas’s senior leadership to arrange the movement and distribution of purported humanitarian assistance. Prosecutors allege that resources presented publicly as aid were delivered or distributed according to instructions from Hamas officials rather than based solely on humanitarian need.
Hasna allegedly worked closely with Ghazi Hamad, a senior Hamas leader and member of the organization’s governing Politburo. Hamad is also identified in the complaint as the minister responsible for the Ministry of Social Development in Gaza, described by federal authorities as an agency controlled by Hamas.
Federal investigators allege that Hasna and Hamad coordinated the delivery of cash and commodities into Gaza from at least 2023. The alleged operation included procuring supplies, transporting goods by truck from Egypt and other locations, placing supplies in designated warehouses, and distributing the materials to recipients selected by Hamad.
The complaint alleges that Hasna arranged cash deliveries to Hamad and obtained supplies for importation into Gaza. He is also accused of coordinating transportation and directing shipments to warehouses controlled by the purported charity or the Ministry of Social Development.
Prosecutors allege that the destinations and control of the supplies were concealed through a series of deceptive practices. Shipments were allegedly represented as deliveries to the Ministry of Social Development when they were placed in warehouses controlled by Hasna.
Other supplies were allegedly delivered first to ministry facilities and later redistributed to the intended recipients. Photographs and videos of the shipments were also allegedly recorded in ways that excluded warehouse signs or other identifying features that could reveal where the supplies were stored or who controlled them.
The complaint describes a substantial increase in the charity’s reported finances after the October 7, 2023, Hamas attack in Israel.
According to disclosures submitted to authorities in the United Kingdom, the organization reported total gross income of approximately $41.8 million during fiscal year 2023. Its reported gross income rose to approximately $81.56 million in fiscal year 2024, representing an increase of approximately $39.76 million.
The charity also represented that it spent approximately $91 million on charitable activities during the fiscal year that ended July 31, 2025.
The complaint does not allege that every donation received by the organization was transferred to Hamas. The federal case focuses on Hasna’s alleged use of his position to coordinate specific funding, deliveries, storage arrangements, and distributions for Hamas’s benefit under the appearance of humanitarian relief.
Assistant Attorney General for National Security John A. Eisenberg said organizations operating under a charitable identity can provide terrorist groups with access to money and resources through illicit financial networks. Eisenberg said the National Security Division will continue working to disrupt financial operations supporting Hamas.
U.S. Attorney Jamie McDonald for the Southern District of New York said Hasna is accused of exploiting his position as the global director of a purported humanitarian organization to provide funds and supplies to Hamas.
McDonald said the alleged conduct involved delivering food, financing, supplies, and other materials to Hamas under the guise of humanitarian assistance. She described Hasna’s arrest as part of the federal government’s effort to dismantle illicit financing networks and organizations accused of concealing support for terrorism behind claims of philanthropy.
FBI Counterterrorism Division Assistant Director Jarod Brown said Hasna allegedly used a humanitarian aid organization to raise funds and deliver financing and supplies to Hamas. Brown said the complaint accuses Hasna of coordinating closely with a senior Hamas leader while knowing that the resources were being directed to the organization rather than civilians in need.
Hamas was founded in 1987 and has carried out attacks against Israeli, American, and other civilian victims during its campaign of violence.
On October 7, 2023, more than 2,000 Hamas-led armed fighters entered communities and agricultural areas in southern Israel. More than 1,000 people were killed, and 251 hostages were abducted during the attack.
The Counterterrorism Section of the Department of Justice’s National Security Division credited authorities in the United Kingdom and the Israeli Security Agency with assisting in the investigation.
The Justice Department’s Office of International Affairs and law-enforcement authorities in the United Kingdom also provided significant assistance leading to Hasna’s arrest.
The case is being handled by the National Security and International Narcotics Unit of the U.S. Attorney’s Office for the Southern District of New York.
Assistant U.S. Attorneys Sarah L. Kushner, Michael D. Lockard, and Juliana N. Murray are prosecuting the case with assistance from Alicia Cook of the Counterterrorism Section of the Justice Department’s National Security Division.
The three charges are contained in a criminal complaint and remain allegations. Hasna is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.

Turkish President Erdoğan has openly stated that he does not view Hamas as a terrorist group. As Turkey is part of the NATO alliance I would think that they or perhaps the Brits would spend some of their resources bringing a guy like this to justice. Until Erdogan changes his view, I don’t see Turkey changing. If fact, Turkey concerns me but that is another subject.
No matter what any president thinks, Hamas is a terrorist organization and this type of support doesn’t surprise me. Hamas is evil. It has used civilians as shields and done countless acts of barbarism.
If we are the only ones who will prosecute this man, so be it. He needs to be brought to justice.

Turkey’s position under President Erdoğan raises serious concerns, particularly because Turkey remains a member of NATO. That relationship creates a difficult contradiction when the United States and other allies classify Hamas as a terrorist organization while Erdoğan publicly rejects that designation.
The cooperation behind Hasna’s arrest shows that the United Kingdom, the United States, and other international partners are prepared to pursue alleged Hamas financing networks across national borders. The accusations involving the misuse of humanitarian aid are especially disturbing because legitimate assistance is desperately needed by civilians and should never be diverted to support terrorism.
Hasna must still be afforded the presumption of innocence while the charges move through the judicial process. If prosecutors prove that he knowingly directed money and supplies to Hamas under the cover of charitable work, he must be held fully accountable.

You’re welcome, John, and thank you for sharing your thoughts. Erdoğan has become quite a powerful guy and it is really hard to tell what he will do. Not seeing Hamas as a terrorist group is pretty bad.
