Las Vegas, Nevada — August 7, 2026 — A man with multiple prior felony convictions has been arrested on federal charges alleging that he unlawfully possessed privately manufactured firearms, eight three-dimensional-printed AR-15-pattern lower receivers and more than 500 rounds of ammunition.
Chang Tan is charged through a federal criminal complaint with one count of possession of a firearm by a prohibited person and one count of possession of ammunition by a prohibited person.
Federal prosecutors allege that Tan possessed the weapons and ammunition on August 4, 2026, despite being legally prohibited from possessing either because of his prior felony convictions.
The firearms identified in the complaint include a privately manufactured 5.56x45mm semiautomatic rifle and eight privately manufactured AR-15-pattern lower receivers produced through three-dimensional printing.
A privately manufactured firearm without a serial number is commonly described as a “ghost gun.” The term generally refers to a firearm assembled or produced outside the traditional commercial manufacturing process and lacking the identifying markings normally applied by a licensed manufacturer.
The U.S. Attorney’s Office did not state whether the eight lower receivers had been assembled into completed firearms or whether additional components, manufacturing equipment or three-dimensional printers were recovered.
Authorities also have not announced any manufacturing or distribution charge against Tan. The two counts currently filed concern his alleged possession of firearms and ammunition as a prohibited person.
Investigators recovered more than 500 rounds of 5.56x45mm ammunition and .300 AAC Blackout ammunition, according to the complaint. Both types of ammunition are commonly associated with rifles built around AR-pattern platforms, though the complaint does not identify every firearm that could have used the recovered ammunition.
The U.S. Attorney’s Office did not disclose where the firearms and ammunition were recovered, what led investigators to Tan, whether the weapons were connected to another offense or whether additional individuals are being investigated.
Tan has multiple prior felony convictions. His criminal history includes a federal conviction involving fraudulent activity connected to computers in the Northern District of Illinois and a conviction involving the sale of a controlled substance in Clark County, Nevada.
Those convictions prohibit him from possessing firearms and ammunition under federal law. The current case concerns whether prosecutors can prove that Tan knowingly possessed the items identified in the complaint while subject to that prohibition.
First Assistant U.S. Attorney Sigal Chattah for the District of Nevada said privately manufactured firearms without serial numbers can be used to bypass safeguards associated with commercially manufactured firearms.
Chattah said the U.S. Attorney’s Office would aggressively prosecute individuals who manufacture or distribute untraceable weapons and described such firearms as a threat to public safety.
Special Agent in Charge Christopher S. Delzotto of the FBI Las Vegas Field Office said the production of privately manufactured firearms has prompted the FBI and its partner agencies to combine their resources against prohibited individuals who bring them into local communities.
Special Agent in Charge John Wester of the Bureau of Alcohol, Tobacco, Firearms and Explosives San Francisco Field Division said ATF’s participation reflects the agency’s public-safety mission and its commitment to preventing prohibited individuals from possessing firearms and ammunition.
Wester said ATF would continue working with its law enforcement partners to keep firearms away from individuals barred from possessing them.
The presence of a serial number does not determine whether a person with a felony conviction may legally possess a firearm. A prohibited person can face federal charges for knowingly possessing a commercially manufactured weapon, a privately manufactured firearm, a qualifying receiver or ammunition.
Privately manufactured firearms create additional investigative challenges when they do not carry conventional markings that can assist authorities in identifying their manufacturer, original purchaser or commercial transfer history.
Three-dimensional printing can also allow receivers and other components to be produced outside established manufacturing and retail channels. The complaint in Tan’s case identifies eight printed AR-15-pattern lower receivers but does not disclose their condition, production date or intended use.
If convicted, Tan faces a statutory maximum penalty of 10 years in federal prison and three years of supervised release. The maximum penalty does not establish the sentence that would be imposed.
Any sentence would be determined by the federal court after considering the counts of conviction, applicable statutory factors, Tan’s criminal history and the federal Sentencing Guidelines.
The FBI and Bureau of Alcohol, Tobacco, Firearms and Explosives investigated the case. Assistant U.S. Attorney Dan Cowhig is prosecuting it for the District of Nevada.
The charges contained in the criminal complaint are allegations and have not been proven in court. Chang Tan is presumed innocent unless and until the government proves his guilt beyond a reasonable doubt.
