District Couple Charged in Fentanyl and Crack Cocaine Trafficking Case Following Homeland Security Task Force Takedown

WASHINGTON, D.C. — August 19, 2026 — Two District of Columbia residents have been arrested and federally charged in connection with an alleged fentanyl and crack cocaine trafficking operation authorities say was being conducted from an apartment in the Congress Heights neighborhood.

Katie Shameka Williams, 33, and Kenneth Darnell Smith Jr., 32, both of Washington, D.C., were arrested on August 18 after being charged in a federal indictment.

The indictment charges Williams and Smith with conspiracy to distribute 40 grams or more of a mixture or substance containing a detectable amount of fentanyl and a mixture or substance containing a detectable amount of cocaine base, commonly known as crack cocaine.

Both defendants have made their initial appearances before a magistrate judge and are being held at the D.C. Correctional Facility.

The charges contained in the indictment are allegations. Williams and Smith are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

According to filed court documents, the FBI Washington Field Office Safe Streets Task Force launched an investigation in March 2026 into an alleged narcotics distribution operation based in the 1600 block of Savannah Street SE.

Federal authorities allege that investigators documented at least nine instances over several months in which fentanyl and crack cocaine were distributed from the location.

Those alleged transactions involved more than 40 grams of fentanyl in total, along with distribution quantities of crack cocaine.

On August 18, law enforcement officers executed a federal search warrant at the apartment building and arrested Williams and Smith.

Three children were present inside the apartment when authorities carried out the search.

Agents recovered substantial quantities of suspected controlled substances from the residence, including numerous separately packaged quantities of suspected fentanyl in pill and powdered form with an approximate gross weight of 322 grams.

Authorities also recovered a rifle, three loaded handguns, a drum magazine, multiple additional firearm magazines, ammunition, and $1,931 in cash.

Photographs released by federal authorities following the operation show firearms, magazines, cash, suspected narcotics, and other evidence recovered during the search. A separate photograph shows a bag containing a large quantity of pills identified by investigators as suspected fentanyl.

The investigation was conducted by the FBI Washington Field Office and the Metropolitan Police Department.

Additional assistance was provided by the Washington/Baltimore High Intensity Drug Trafficking Area Task Force, commonly known as HIDTA.

The case is being prosecuted by the U.S. Attorney’s Office for the District of Columbia through its Violent Crime and Narcotics Trafficking Section.

U.S. Attorney Jeanine Ferris Pirro said the charges reflect the office’s effort to dismantle violent drug networks, remove dangerous traffickers from Washington communities, and strengthen public safety.

The prosecution is part of the Homeland Security Task Force initiative established under Executive Order 14159.

The Homeland Security Task Force is a federal interagency partnership focused on criminal cartels, foreign gangs, transnational criminal organizations, human smuggling and trafficking operations, and related criminal activity. The initiative also places special emphasis on crimes involving children.

The Washington, D.C., component includes agents and officers from multiple federal agencies, with prosecutions led by the U.S. Attorney’s Office for the District of Columbia.

Williams and Smith remain charged defendants. The allegations against them must still be proven beyond a reasonable doubt in federal court.
