Attack Vector(s): Exploitation of a Gitea Code Injection Vulnerability — Exact Technique and Exploit Chain Not Disclosed by CISA
CISA Action: Added CVE-2026-60004 to the Known Exploited Vulnerabilities Catalog on August 25, 2026
Required Response: Identify Affected Gitea Deployments, Review Official Guidance, Apply Required Remediation, Restrict Unnecessary Exposure and Determine Whether Compromise Occurred Before Correction
The Cybersecurity and Infrastructure Security Agency added CVE-2026-60004, a code injection vulnerability affecting Gitea, to its Known Exploited Vulnerabilities Catalog on August 25, 2026, after determining that evidence of active exploitation exists.
Gitea is a self-hosted software development platform used for source-code management and collaborative development. A compromised deployment can create risks beyond the application itself because these systems may contain repositories, credentials, configuration data and connections to development infrastructure.
CISA did not identify the threat actors exploiting CVE-2026-60004, targeted organizations, affected sectors, victim count or geographic scope.
The August 25 alert also did not disclose affected Gitea versions, indicators of compromise, authentication requirements, technical exploitation procedures or the level of access obtained after exploitation.
Organizations operating Gitea should review the complete KEV entry and official Gitea security guidance to determine whether their deployments are affected.
Vulnerability Details
CVE-2026-60004 is classified as a code injection vulnerability affecting Gitea.
Code injection can occur when attacker-controlled input is processed as executable instructions rather than treated solely as data. Successful exploitation may allow unauthorized code or commands to execute within the security context of the affected application.
The consequences can depend on the privileges assigned to the Gitea service, the exposed interface and the surrounding network architecture.
CISA did not disclose the vulnerable component, required access level, exploit prerequisites or whether the vulnerability can be exploited directly from the Internet.
The KEV designation confirms active exploitation but does not establish that every Gitea deployment is equally exposed or that exploitation provides complete system control in every configuration.
Operational Impact
- Emergency identification of Gitea deployments
- Accelerated review of vendor security guidance
- Prioritization of Internet-facing systems
- Temporary restriction of unnecessary external access
- Review of administrator accounts and access tokens
- Examination of repository activity for unauthorized changes
- Review of authentication and application logs
- Increased monitoring for unexpected command execution
- Credential rotation when compromise cannot be ruled out
- Review of connected CI/CD systems and service accounts
- Compromise assessments for systems exposed before remediation
- Isolation or rebuilding of systems that cannot be verified as secure
Organizations should consider the role of each Gitea server before remediation. Development platforms may connect directly to software repositories, automation systems and internal services.
Applying a security update addresses the vulnerability itself. It does not establish whether an attacker accessed the system before correction.
Federal Response
Binding Operational Directive 26-04, Prioritizing Security Updates Based on Risk, establishes vulnerability-management requirements for Federal Civilian Executive Branch agencies.
The directive requires agencies to prioritize rapid remediation of high-risk KEV vulnerabilities affecting publicly exposed assets when exploitation grants total control of the asset.
BOD 26-04 also establishes expectations for determining when agencies must assess whether a threat actor compromised a system before remediation.
The addition of CVE-2026-60004 to the KEV Catalog confirms active exploitation. It does not establish that every Gitea deployment meets the same exposure or post-exploitation conditions.
The directive applies to Federal Civilian Executive Branch agencies. CISA encourages other organizations to adopt risk-based vulnerability management and prioritize remediation of KEV-listed vulnerabilities.
KEV
CISA added:
- CVE-2026-60004 — Gitea Code Injection Vulnerability
A KEV listing means CISA possesses evidence that malicious actors have exploited the vulnerability under real-world conditions.
KEV inclusion does not identify the attacker, complete intrusion method, targeted organization or number of successful compromises.
Potential KEV additions must have a CVE identifier, evidence of active exploitation and clear mitigation guidance.
Defensive Guidance
- Inventory all Gitea installations and identify affected versions.
- Review the KEV entry for CVE-2026-60004 and official Gitea security guidance.
- Apply vendor-provided updates or mitigations as soon as possible.
- Restrict unnecessary Internet exposure and administrative access.
- Review administrator accounts, active sessions, tokens and SSH keys.
- Examine authentication, application and operating-system logs for suspicious activity.
- Review repositories for unauthorized commits, branch changes or altered files.
- Check Gitea services for unexpected processes, scripts or command execution.
- Rotate exposed credentials and secrets when compromise cannot be ruled out.
- Review CI/CD integrations and service-account permissions.
- Isolate systems showing evidence of unauthorized activity.
- Conduct a compromise assessment on systems exposed before remediation.
- Rebuild systems that cannot be verified as trustworthy.
- Confirm successful remediation and continue monitoring after correction.
30-Day Outlook
- Continued exploitation attempts against unpatched Gitea deployments
- Increased scanning for publicly exposed Gitea servers
- Accelerated remediation of CVE-2026-60004
- Greater review of repository integrity and administrator activity
- Increased monitoring of development infrastructure
- Additional compromise assessments on previously exposed systems
- Greater scrutiny of CI/CD credentials and connected services
- Continued federal prioritization under BOD 26-04
TRJ Verdict
CISA’s addition of CVE-2026-60004 to the Known Exploited Vulnerabilities Catalog confirms that the Gitea vulnerability is being used against real systems.
The risk extends beyond a single application. Gitea can occupy a sensitive position inside development environments, with access to source code, credentials, configuration data and connected automation systems.
CISA has not disclosed the attackers, exploitation method or affected victims, so organizations should avoid assumptions about how the vulnerability is being used.
The required response is clear: identify affected deployments, apply official remediation, restrict unnecessary exposure and determine whether exploitation occurred before correction.
Remediation addresses the vulnerability. A compromise assessment determines whether the system was accessed before correction and whether additional response is required.
