SEATTLE — A former King County resident has been sentenced to 15 years in federal prison for producing images documenting the sexual abuse of a 4-year-old child.
Justin D. Carr, 38, formerly of Renton, Washington, was sentenced in U.S. District Court in Seattle. U.S. District Judge Kymberly K. Evanson also ordered Carr to serve lifetime federal supervised release following his prison term.
The federal sentencing was the last of three criminal proceedings involving Carr.
He previously received a 15-year sentence in King County Superior Court for sexual assault of a child and was also sentenced in Colorado for possession of child pornography. His 15-year federal sentence will run concurrently with the 15-year Washington state sentence.
According to court records, Carr was traveling to Colorado with an adult witness when the witness discovered images on Carr’s phone showing the molestation of a 4-year-old child whom the witness recognized.
The witness immediately called 9-1-1, and Carr was arrested on May 14, 2024.
Investigators examined metadata associated with the images and determined they had been produced in Renton, Washington.
The Renton Police Department and the FBI participated in the investigation.
First Assistant U.S. Attorney Charles Neil Floyd said the prison sentence would protect the public for a significant period and that lifetime federal supervision would provide continuing safeguards after Carr completes his prison term.
The case was prosecuted by Special Assistant United States Attorney Laura Harmon, a Senior King County Deputy Prosecutor specially designated to prosecute child exploitation crimes in federal court.
The prosecution was brought under Project Safe Childhood, a nationwide Department of Justice initiative launched in May 2006 to coordinate federal, state, and local efforts against child sexual exploitation and abuse.
