HOUSTON — Former Houston Police Department officer Gerald M. Goines, 62, has pleaded guilty to a federal charge stemming from the 2019 Harding Street narcotics raid that ended in a shootout, killed two residents, and injured four Houston police officers.
Goines admitted that he made materially false statements in an affidavit used to obtain the search warrant for the Houston residence.
According to the U.S. Attorney’s Office for the Southern District of Texas, Goines falsely claimed that a confidential informant had purchased heroin from a resident of the home and later provided the narcotics to him.
Goines admitted that he knew the information was false when he included it in the affidavit.
Federal prosecutors said the affidavit also contained additional false claims, including statements that other people had purchased drugs from residents of the home during the approximately three weeks preceding the warrant.
The warrant was executed during a Houston Police Department narcotics operation on January 28, 2019, in the 7800 block of Harding Street.
The raid resulted in the deaths of two people inside the residence and injuries to four HPD officers.
The federal case against Goines dates back to November 2019, when a grand jury indicted him and former HPD officer Steven O. Bryant following an FBI investigation into the circumstances surrounding the raid.
At the time, federal prosecutors charged Goines with civil-rights violations tied to the residents’ constitutional protection against unreasonable searches, obstruction-related offenses, and allegations that he falsified records connected to the investigation.
The original federal indictment alleged that Goines made numerous false statements in the warrant application and later made additional false statements as investigators began examining what had occurred before and after the raid.
Prosecutors alleged that Goines also falsified information in a tactical plan and offense report and later made additional claims about drug purchases from the Harding Street residence that were not true.
Goines admitted guilt to the federal charge now before the court, eliminating the need for a trial on that charge.
U.S. Attorney Aaron Reitz said the case involved a fundamental breach of public trust and emphasized that law enforcement authority does not permit officers to fabricate evidence or circumvent constitutional protections.
FBI Houston Special Agent in Charge Jason Hudson said Goines had been a senior narcotics officer who abused his position and violated both departmental policy and federal law.
Hudson said civil-rights investigations involving alleged misconduct under color of law can be particularly difficult to prove but remain essential to maintaining public confidence in law enforcement.
The consequences of the Harding Street raid extended beyond the federal prosecution.
Goines was previously convicted in Harris County on first-degree murder charges connected to the incident and is currently serving a 60-year state prison sentence.
Because that conviction has already occurred, Goines’ conduct in the state murder case is no longer at the allegation stage.
His federal sentencing is now scheduled for November 9, 2026, before U.S. District Judge George Hanks, who accepted the guilty plea.
Goines faces up to 10 years in federal prison and a possible maximum fine of $250,000 on the federal charge.
He remains in custody pending sentencing.
Two other people previously charged in connection with the investigation have also entered guilty pleas.
Former Houston Police Department officer Steven O. Bryant, 53, pleaded guilty to obstruction of justice, while Patricia Ann Garcia, 60, pleaded guilty to providing false information.
The original 2019 indictment alleged Bryant falsely claimed that he had assisted Goines with the Harding Street narcotics investigation and provided a false account involving suspected heroin supposedly connected to the residence.
Garcia was accused of making false 911 calls before the raid in which she claimed people inside the Harding Street residence were armed drug dealers and that her daughter was being held there. Federal prosecutors said those claims were false.
The FBI conducted the federal investigation, and Assistant U.S. Attorney Heather Winter is prosecuting the current case.
The Harding Street case remains a significant example of the consequences that can follow when false information enters the warrant process.
Search warrants depend on sworn representations presented to a judge, and knowingly fabricating facts used to establish probable cause can undermine the constitutional protections governing searches and seizures.
In this case, prosecutors said the false affidavit did not end with an improper search. The warrant led directly to an armed raid in which two people were killed and multiple officers were wounded.
Goines’ guilty plea adds a federal conviction to a case that has already resulted in a lengthy state prison sentence and multiple criminal proceedings involving people connected to the events surrounding the raid.
