BUFFALO, NEW YORK — A 72-year-old Williamsville man has pleaded guilty to federal mail fraud after operating a multimillion-dollar investment scheme that deceived investors for decades, using money obtained from new participants to make payments to earlier investors while creating fraudulent financial documents to conceal the operation.
Richard Teplitsky, former president of Woodhill Capital Corporation, entered his guilty plea before U.S. District Judge John L. Sinatra Jr. The plea was announced on October 23, 2026, by U.S. Attorney Michael DiGiacomo for the Western District of New York. Teplitsky faces a maximum sentence of 20 years in federal prison and a $250,000 fine. His sentencing date has not yet been scheduled.
According to the plea agreement, Teplitsky operated the fraudulent investment arrangement from the mid-1990s through March 2026. During that period, he and other Woodhill personnel solicited investments from individuals in Western New York and other locations, representing that their funds would finance loans to businesses purchasing commercial equipment.
Investors were promised substantial returns, sometimes reaching 14 percent or more, based on payments supposedly made by commercial borrowers. The arrangement was presented as an equipment-financing investment opportunity supported by business loans and scheduled repayment agreements.
To reinforce those representations, Teplitsky provided investors with documentation that appeared to establish legitimate financing transactions. These materials included equipment financing agreements between Woodhill and purported borrowers, along with amortization schedules specifying the amounts and dates of expected monthly payments.
Woodhill generally issued investor payments on the 10th or 25th of each month, maintaining an appearance of regular financial activity. The documentation and recurring payments helped sustain the operation and encouraged participants to believe their investments were generating returns from commercial lending.
Federal prosecutors established that most investor funds were not used to finance business equipment purchases as promised. Instead, Teplitsky diverted money from incoming investors to satisfy payment obligations owed to previous participants, creating a financial arrangement consistent with a Ponzi scheme. Rather than generating returns through legitimate commercial lending, the operation depended upon continued investment from new participants to meet existing payment obligations.
Teplitsky also created fraudulent equipment financing agreements and amortization schedules that falsely identified transactions as legitimate commercial loans. These records were used to misrepresent how investor money was being deployed and to conceal the absence of the financing activity investors had been promised.
By March 2026, Woodhill Capital Corporation owed payments to approximately 200 investors involving roughly 1,800 outstanding fraudulent loans. Federal prosecutors calculated the total loss attributable to Teplitsky’s conduct at $54,406,742, reflecting the substantial financial damage associated with the decades-long operation.
The case raises serious concerns about the ability of fabricated financial records and regularly scheduled investor payments to sustain confidence in an investment arrangement despite the absence of the underlying business transactions. The scheme’s extended duration also demonstrates how investors can remain exposed when promised returns are supported by incoming funds rather than legitimate revenue.
The investigation was conducted by the Federal Bureau of Investigation under the direction of Special Agent in Charge Allen D. Davis II. Assistant U.S. Attorney Paul E. Bonanno is prosecuting the case for the Western District of New York.
Teplitsky’s guilty plea establishes his criminal responsibility for the mail fraud offense. The court will determine his sentence at a later hearing, taking into consideration the applicable federal sentencing framework and circumstances of the case.
