SPRINGFIELD, Mo. — A Missouri candidate for the state House of Representatives has been charged by federal criminal complaint in an alleged scheme to plant cocaine on a political opponent in an effort to create damaging circumstances around that opponent.
Thomas Christopher Ross, 37, of Joplin, was charged with one count of conspiracy to distribute a controlled substance. Ross is running for the Missouri House in District 161 and won the Republican primary in August.
The charge is based on allegations contained in a federal affidavit and has not been proven in court. Ross is presumed innocent unless and until proven guilty beyond a reasonable doubt.
According to the U.S. Attorney’s Office for the Western District of Missouri, the case began on July 30, 2026, when the Joplin Police Department contacted the FBI regarding what it described as a public corruption matter.
Investigators were told that Ross’s former campaign manager, identified in court documents by the initials C.S., said Ross had instructed him to plant drugs on a political opponent identified as L.S.
C.S. provided law enforcement with a black nylon glove that he said had been given to him by Ross.
Inside the glove, investigators found a small plastic bag containing a white powder.
A Nartec Inc. Cocaine Test Kit was used on the substance, and the test indicated a positive result for cocaine, according to the federal affidavit.
Investigators also found a pink-and-white capsule inside the glove.
The capsule was identified as amphetamine and dextroamphetamine, 20-milligram extended release, commonly sold under the brand name Adderall. The substance is classified as a Schedule II controlled substance under federal law.
C.S. told investigators that he and Ross exchanged text messages concerning the alleged plan.
According to the complaint, Ross allegedly instructed C.S. to place the bag containing the drugs inside L.S.’s purse or vehicle while Ross was out of state on vacation.
The allegation places the case at the intersection of narcotics law, public corruption concerns, and an active political campaign.
The federal charge itself is focused on the alleged conspiracy to distribute a controlled substance. The U.S. Attorney’s Office has not announced separate election-crime charges in connection with the complaint.
The political context remains significant because federal authorities allege the drug distribution conspiracy was intended to create evidence against Ross’s political opponent.
R. Matthew Price, U.S. Attorney for the Western District of Missouri, said voters should be able to rely on an electoral process conducted with integrity, honesty, and fairness, allowing them to make informed decisions without misinformation or undue influence.
Price said the office would continue to pursue violations of public trust when supported by the evidence and applicable law.
Chris Ormerod, Special Agent in Charge of the FBI’s Kansas City Field Office, described the allegations as substantial and serious and emphasized that the case must proceed through the judicial process impartially and under the rule of law.
The case is notable for the alleged method.
Rather than accusing Ross of personally possessing narcotics for sale or distributing drugs as part of a conventional trafficking operation, prosecutors allege that controlled substances were intended to be placed in another person’s belongings.
If proven, the alleged conduct would represent an effort to use criminal evidence itself as a political weapon.
The complaint also identifies two different controlled substances: cocaine and prescription amphetamine medication.
Cocaine is a Schedule II controlled substance under federal law. Amphetamine and dextroamphetamine are also Schedule II substances, meaning they have accepted medical uses but remain subject to strict controls because of their potential for abuse and dependence.
The use of a criminal complaint means the case is at an early stage.
A complaint can support arrest and initial federal proceedings, but it is not equivalent to a conviction and does not resolve the factual allegations.
The Justice Department specifically stated that the charges are accusations and are not evidence of guilt. Any evidence supporting the charge must ultimately be presented through the federal judicial process.
The investigation is being conducted by the Federal Bureau of Investigation and the Joplin Police Department.
Assistant United States Attorney Jessica R. Eatmon is prosecuting the case for the Western District of Missouri.
At this stage, federal authorities have announced one conspiracy charge against Ross. The public release does not state that the alleged drugs were ever successfully planted on L.S., nor does it state that the opponent was arrested or charged as a result of the alleged plan.
Those distinctions are critical to the legal posture of the case.
Ross remains a defendant facing an accusation contained in a criminal complaint. The Justice Department states that evidence supporting the charge must be presented through the federal judicial process, with guilt or innocence ultimately determined in court.
