MINNEAPOLIS, MINNESOTA — A federal grand jury has indicted Christian Jeremiah Castro, 52, of Texas, on six counts of knowingly and willfully making materially false statements to the FBI following a January 14, 2026, encounter in north Minneapolis that prosecutors allege ended with Castro firing his service weapon through the front door of a residential duplex.
United States Attorney Daniel N. Rosen for the District of Minnesota announced that the indictment was returned on September 2. Castro made an initial appearance before a U.S. Magistrate Judge in the Southern District of Texas on September 4. If convicted, he faces a maximum statutory penalty of five years in federal prison on each count.
The Department of Justice said prosecutors continue to evaluate the facts and evidence surrounding the case and have not ruled out additional charges.
According to the federal indictment, Castro was working as a Deportation Officer with U.S. Immigration and Customs Enforcement when the incident occurred. The charging document states that he had begun working as an ICE Deportation Officer in or around September 2025 after previously serving approximately eight years as a U.S. Border Patrol Agent with the Department of Homeland Security.
Prosecutors allege that Castro and his partner attempted to stop a vehicle driven by a then-26-year-old Venezuelan citizen identified in court records as Person 1. Person 1 continued driving before Castro pursued him by vehicle and then on foot.
The pursuit ended in the front yard of a duplex on 24th Avenue North in Minneapolis, where Castro attempted to apprehend Person 1. A second individual, identified as Person 2, a then-24-year-old citizen of Venezuela who also lived at the duplex, attempted to assist Person 1 during the confrontation.
The indictment states that the physical interaction involving Castro, Person 1, and Person 2 lasted approximately 11 seconds.
After Person 1 freed himself from Castro’s grasp, Person 1 and Person 2 ran toward the duplex and entered through the front door. Prosecutors allege that as the two men entered the residence and began closing the door, Castro stood up, drew his service weapon, and fired a single round through the door.
The bullet struck Person 2 in the leg, continued through the entryway, and lodged in a wall inside the downstairs apartment. The indictment states that Person 2 required medical treatment for the gunshot wound.
Multiple people were inside the duplex at the time of the shooting, including minor children. The indictment further identifies two of the children as being one year old.
Later that night, an FBI Special Agent interviewed Castro as part of the investigation into the shooting.
According to prosecutors, Castro told the agent that while he was attempting to handcuff Person 1, an unknown man grabbed a red broom from the front porch and began striking him. Castro allegedly said that while he was struggling on the ground, another unknown man came from the residence, picked up a black snow shovel from the porch, and began striking him with it.
Castro also allegedly told the FBI that Person 1 slipped out of his sweater, stood up, and began striking Castro with the broom while Castro remained on the ground. He said he attempted to block blows from the broom with his hand.
According to the account Castro allegedly gave investigators, the two men dropped the broom and snow shovel and began running toward the house after Castro reached for his firearm. Castro said he lifted his back from the ground and fired one round from his service weapon in the general direction of the men as they began running.
Castro also allegedly told the FBI that he believed he had been fighting on the ground with the man he was attempting to apprehend for approximately three minutes.
Federal prosecutors contend that material portions of those statements were false. The six-count indictment charges Castro under 18 U.S.C. § 1001(a)(2), which prohibits knowingly and willfully making materially false, fictitious, or fraudulent statements or representations in matters within the jurisdiction of the federal government.
The charges focus on statements Castro allegedly made during the January 14 FBI interview concerning how many individuals physically confronted him, whether a broom and snow shovel were used against him, whether he remained on the ground while the men moved toward the residence, the circumstances under which he discharged his firearm, and the length of the physical confrontation.
The government must still prove each charged false statement beyond a reasonable doubt before a conviction can be entered.
The investigation was conducted by the ICE Office of Professional Responsibility, the Minnesota Bureau of Criminal Apprehension, the Department of Homeland Security Office of Inspector General, and the FBI, with assistance from other law-enforcement partners.
Castro has been indicted, not convicted. The indictment contains allegations, and he is presumed innocent unless and until the government proves his guilt beyond a reasonable doubt in a court of law.
