BUTLER COUNTY MAN INDICTED FOR ALLEGEDLY RECEIVING RIFLE AND AMMUNITION FOR PLANNED ISIS-RELATED TERRORISM OFFENSE

PITTSBURGH, Pa. — A 21-year-old Butler County man has been indicted by a federal grand jury on a terrorism-related firearms charge alleging that he received a semiautomatic rifle and ammunition while knowing or having reasonable cause to believe the weapons would be used to commit a felony or federal crime of terrorism connected to support for ISIS.

Jonathan Hunter Kramer, of Valencia, Pennsylvania, is the sole defendant named in the one-count federal indictment returned in Pittsburgh.

Kramer had previously been charged by criminal complaint and remains detained pending trial.

According to the indictment, Kramer received a semiautomatic rifle along with .223-caliber and 5.56-caliber ammunition on or about September 12, 2026, in the Western District of Pennsylvania.

Federal prosecutors allege Kramer knew or had reasonable cause to believe that the firearm and ammunition would be used in connection with a felony or federal crime of terrorism, including providing, attempting to provide or conspiring to provide material support or resources to the Islamic State of Iraq and al-Sham, commonly known as ISIS.

ISIS is designated by the United States as a foreign terrorist organization, making the provision of material support or resources to the organization subject to federal criminal prosecution.

The allegations against Kramer extend beyond the acquisition of the firearm and ammunition.

According to an affidavit previously filed in support of the criminal complaint, Kramer allegedly used the online persona “Hamza Al Rashid,” claimed affiliation with ISIS and offered to share explosive manuals with other individuals.

Federal investigators further allege that only days before September 12, Kramer expressed an intention to prepare for what he described as his “mission” and indicated that the only thing he was missing was a “weapon.”

According to the affidavit, agents observed Kramer leave his residence quickly while carrying a bag. Investigators later saw him obtain a long black bag from the trunk of another person’s vehicle in the parking lot of a retail store.

Kramer then allegedly booked a hotel room and visited the gun counter of a sporting-goods store.

FBI agents intercepted Kramer as he returned to the hotel. At the time, authorities said he possessed three rifle magazines, each capable of holding 30 rounds, along with five boxes of rifle ammunition.

Federal search warrants were subsequently executed on Kramer, his hotel room and his residence.

According to prosecutors, investigators recovered a semiautomatic rifle, five rifle magazines, a rifle bipod, a scope and a total of 190 rounds of rifle ammunition.

Two of the five magazines were loaded. The remaining three magazines were each capable of holding 30 rounds.

Investigators also recovered other items, including a handwritten note that stated: “DoNt look For me[.] IDK what I did buT I cant live In constant Fear[.]”

The indictment significantly advances the case beyond the earlier criminal complaint by placing the allegation before a federal grand jury and formally charging Kramer with the firearms offense. The government must still prove the charge at trial beyond a reasonable doubt.

The federal statute charged in the case focuses on the receipt of a firearm or ammunition by a person who knows or has reasonable cause to believe that the weapon or ammunition will be used to commit a felony or federal crime of terrorism.

In Kramer’s case, prosecutors allege that the contemplated terrorism-related conduct included material support or resources for ISIS.

If convicted, Kramer faces a maximum sentence of 15 years in federal prison, a fine of up to $250,000, or both.

Any sentence would ultimately be determined by the federal court after consideration of the offense, Kramer’s criminal history, applicable statutes and the federal sentencing guidelines.

Assistant U.S. Attorneys Brendan J. McKenna and Alyssa R. Angotti for the Western District of Pennsylvania are prosecuting the case along with Trial Attorneys Andrew Briggs and Matthew Hracho of the Justice Department’s National Security Division.

The FBI conducted the investigation with assistance from numerous state and local law-enforcement partners.

Kramer remains detained pending trial. The indictment is an accusation, and he is presumed innocent unless and until the government proves the charge beyond a reasonable doubt in court.
