FBI SEIZES ONLINE DOMAINS USED TO TRAFFIC CHILD SEXUAL ABUSE MATERIAL AS ALLEGED SITE ADMINISTRATOR IS ARRESTED IN FRANCE

WASHINGTON — The FBI has seized internet domains allegedly used to traffic child sexual abuse material as part of an international operation that also resulted in the arrest in France of an individual accused of administering one of the targeted websites.

The FBI Washington Field Office announced the action Wednesday, describing the seizures as part of an effort to dismantle online infrastructure used to distribute sexually exploitative images and videos involving victims whose social media accounts had been compromised.

According to the FBI, the targeted websites operated as platforms through which stolen images and videos were distributed after being obtained through the hacking of victims’ social media accounts. The seizure of the domains removes access to portions of the internet infrastructure that authorities say supported the circulation and trafficking of that material.

Darren B. Cox, assistant director in charge of the FBI Washington Field Office, said the action disrupted criminal networks that relied on anonymous online platforms to exploit victims and distribute illicit material.

The operation involved cooperation among U.S. authorities, international law enforcement agencies and private-sector partners. The FBI did not identify the seized domains in its initial statement or disclose the name of the individual arrested in France.

The bureau also did not immediately provide the number of websites seized, the number of victims identified, the volume of material involved or the specific criminal charges associated with the French arrest.

The reference to hacked social media accounts adds another dimension to the investigation because the alleged conduct involved more than the possession or redistribution of existing child sexual abuse material. Authorities said images and videos were obtained through unauthorized access to victim accounts before being distributed through the targeted online platforms.

That type of activity can combine computer intrusion, theft of private material, exploitation of victims and the distribution of criminal content through online infrastructure designed to conceal the identities of those involved.

Domain seizures are one method federal authorities can use to disrupt online criminal operations by removing websites from the infrastructure used to make them accessible to users. When coordinated with arrests and international investigative activity, such seizures can also preserve evidence, interrupt distribution channels and prevent the same online location from continuing to operate under its existing domain.

The international nature of the operation also reflects the difficulty of investigating online child exploitation networks whose administrators, servers, users and victims can be located in different countries. Such investigations frequently require cooperation between law enforcement agencies and private companies responsible for hosting, domain registration, communications or other elements of internet infrastructure.

The arrest in France demonstrates that the investigation extended beyond the United States and involved authorities capable of taking enforcement action against individuals allegedly connected to the operation overseas.

The FBI said the seizure directly targeted infrastructure that enabled the distribution of images and videos obtained through compromised social media accounts. Cox said the bureau intends to continue pursuing individuals who use the internet to exploit victims regardless of where the offenders operate or whom they target.

The Washington Field Office did not announce additional arrests in its initial statement and did not identify whether further enforcement actions are expected.

The case also underscores the growing intersection between cybercrime and child exploitation investigations. Unauthorized access to personal accounts can expose private images, communications and identifying information, creating additional opportunities for exploitation when stolen material is transferred into criminal online networks.

Removing domains associated with such activity does not by itself eliminate the wider threat posed by offenders who may attempt to move to other platforms or infrastructure. It does, however, disrupt access to established distribution points and can provide investigators with evidence that may support additional arrests, prosecutions and victim-identification efforts.

The FBI said the seizure was conducted with assistance from national, international and private-sector partners. Additional information concerning the seized domains, the individual arrested in France and the broader scope of the investigation had not been released at the time of the bureau’s announcement.
