U.S. AND FRENCH AUTHORITIES SEIZE NUDELEAKSTEENS WEBSITES IN INTERNATIONAL CHILD EXPLOITATION AND INTIMATE-IMAGE TRAFFICKING OPERATION

ALEXANDRIA, Va. — U.S. and French authorities have carried out a coordinated international law-enforcement operation targeting websites accused of selling child sexual abuse material and intimate images obtained without the consent of the people depicted.

The U.S. Attorney’s Office for the Eastern District of Virginia, FBI Washington Field Office and the Cybercrime Division of France’s Parquet de Paris announced the seizure of two internet domains associated with NudeLeaksTeens, also known as NLT.

According to the federal seizure warrant, NLT advertised sexually explicit photographs and videos that had allegedly been hacked, stolen and collected from victims’ online accounts before being packaged and sold through the websites.

Federal investigators said the sites offered material involving young women and girls and, despite warnings posted by the operators claiming that child sexual abuse material was prohibited, the investigation determined that sexually explicit images and videos involving children were also available for purchase.

Authorities said NLT organized and sold its material through what the website described as “albums” and “collections.” The contents varied, but investigators found that many included personally identifying information about victims, photographs showing victims in various states of undress and images depicting sexually explicit conduct.

Some of the individuals depicted have been identified by investigators and confirmed to have been minors when the images or videos were created.

One collection advertised directly under the NudeLeaksTeens name was described by the site as containing approximately 6,200 private nude files involving teenagers or adults, most of them American, allegedly obtained from compromised Snapchat, Instagram, TikTok and Facebook accounts.

Investigators determined that the collection also contained child sexual abuse material.

The inclusion of hacked social-media content expands the scope of the investigation beyond the trafficking of illegal sexual imagery. The alleged operation involved unauthorized access to private accounts, theft of personal material, dissemination without consent and the commercial sale of content involving victims who had not authorized its publication.

The two domain seizures were authorized by a federal court and were carried out as French authorities simultaneously arrested a 25-year-old man living in northern France who is suspected of serving as the primary administrator of NudeLeaksTeens.

The suspect’s identity was not disclosed in the initial announcement.

The coordinated action reflects the international structure often encountered in online exploitation investigations, where victims, administrators, websites, hosting infrastructure and financial activity may be distributed across several countries. Disrupting such operations can require synchronized action to prevent administrators from moving websites, deleting evidence or shifting operations to replacement domains.

By seizing the domains, authorities removed the web addresses used to reach the targeted sites and disrupted infrastructure that investigators say had been used to sell stolen intimate material and child sexual abuse material.

The case also draws a legal distinction between child sexual abuse material and non-consensual intimate imagery. CSAM involves sexually explicit depictions of minors and is illegal to produce, possess, receive or distribute under federal law. Non-consensual intimate imagery can involve adults whose private sexual images were distributed without permission, creating separate criminal, privacy and victimization concerns depending on the circumstances and jurisdiction.

Investigators said some of the NLT content included identifying information alongside intimate images. That combination can deepen the harm to victims by connecting stolen sexual material directly to their identities and increasing the risk of harassment, extortion, stalking or continued redistribution.

Theophani K. Stamos, First Assistant U.S. Attorney for the Eastern District of Virginia; Darren Cox, Assistant Director in Charge of the FBI Washington Field Office; and Arlington County Police Chief Charles “Andy” Penn announced the enforcement action.

The Justice Department’s Office of International Affairs provided significant assistance, reflecting the cross-border coordination required between American and French authorities.

Assistant U.S. Attorneys April Russo, Lauren Halper and Meredith Clement are representing the United States in the matter.

Federal authorities are also encouraging individuals whose intimate images were published on NudeLeaksTeens without consent, or who have experienced similar non-consensual distribution elsewhere online, to report the activity through the FBI’s dedicated reporting system for non-consensual intimate imagery.

The October 7 enforcement action provides substantially more detail about the operation previously announced by the FBI Washington Field Office, identifying NudeLeaksTeens, confirming that two associated domains were seized and revealing that a suspected primary administrator was arrested in France.

Authorities have not announced whether additional arrests, charges or domain seizures will follow.
