WASHINGTON, D.C. — The Cybersecurity and Infrastructure Security Agency (CISA), Federal Bureau of Investigation (FBI), and three additional federal agencies issued a joint cybersecurity warning on November 5, 2026, concerning malicious activity targeting industrial refrigeration and cold chain monitoring systems worldwide. Federal authorities warned that attackers could exploit weaknesses in internet-connected refrigeration controllers to manipulate temperatures, disrupt equipment operations, destroy temperature-sensitive inventory, and create potential safety hazards across several critical infrastructure sectors.
The advisory was jointly issued by CISA, the FBI, the Department of Health and Human Services (HHS), the U.S. Department of Agriculture (USDA), and the Department of Transportation (DOT). The agencies identified the Healthcare and Public Health, Chemical, Food and Agriculture, and Transportation Systems sectors as major users of these systems, including equipment deployed in commercial refrigeration facilities, refrigerated transportation services, grocery operations, and cold storage environments.
According to the federal warning, malicious cyber actors are targeting electronic temperature controllers and commercial refrigeration controllers, particularly those operating with outdated software, weak security configurations, or unnecessary exposure to the public internet. These devices regulate essential refrigeration functions, including automated temperature adjustments, continuous temperature logging, defrost cycles, and energy optimization. Unauthorized access could allow attackers to interfere directly with physical equipment operations rather than limiting their activities to conventional data theft or network disruption.
Federal investigators identified authentication bypass, arbitrary code injection, and weak system configurations as potential methods of exploitation. Authentication bypass could permit unauthorized users to access controller functions without valid credentials, while arbitrary code injection could enable attackers to execute unauthorized commands. Poorly secured remote access interfaces and unpatched devices can further expose industrial control systems to manipulation by individuals operating outside the affected facilities.
One of the most serious threats involves the unauthorized alteration of refrigeration temperature settings. Attackers who gain control of vulnerable equipment could force refrigeration units into continuous heating or defrost cycles, preventing them from maintaining required temperatures. Such interference could damage equipment, shorten its operational lifespan, and cause substantial inventory losses. Federal authorities also warned that manipulated operating conditions could create fire hazards and indirectly endanger consumers if food, medications, or other temperature-sensitive products are distributed after being stored under unsafe conditions.
The warning identifies another potential consequence known as a denial-of-view condition, in which operators lose visibility into current equipment temperatures. Refrigeration facilities depend on accurate monitoring data to identify equipment failures, prevent spoilage, and maintain safe storage conditions. If attackers disrupt that visibility, personnel may be unable to determine whether refrigerated inventory remains within acceptable temperature ranges, complicating decisions concerning product safety and continued operations.
These threats carry particular significance for healthcare facilities and medical supply chains that depend on temperature-controlled storage and transportation. Disruptions to refrigeration equipment could compromise storage conditions, interfere with distribution operations, and create risks for temperature-sensitive inventory. Food producers, grocery retailers, distribution centers, and refrigerated transportation operators face comparable risks involving product spoilage and interruptions to storage or delivery operations. The federal advisory identifies these sectors as potentially affected environments but does not disclose specific organizations that have experienced successful attacks.
The agencies urged organizations to immediately identify industrial refrigeration controllers and related operational technology systems that are accessible from the internet. Equipment used to regulate physical processes should not be directly exposed to public networks unless connectivity is operationally necessary and adequately protected. Where remote access is required, federal guidance recommends using properly secured firewalls or edge devices with current security updates and restricting connections to authorized personnel.
Federal authorities also recommend separating operational technology from conventional business networks through dedicated virtual local area networks. This network segmentation can limit opportunities for attackers to move between administrative systems and equipment responsible for physical operations. Additional protections include replacing default passwords, enforcing strong credential policies, implementing phishing-resistant multifactor authentication where feasible, and maintaining strict controls over which devices and internet protocol addresses can communicate with sensitive controllers.
The advisory emphasizes the importance of maintaining current device firmware and establishing structured equipment lifecycle management procedures. Organizations are encouraged to identify aging controllers that no longer receive manufacturer security updates and develop plans to retire or replace unsupported equipment. Regular patching, appropriate access restrictions, and updated perimeter defenses can reduce the opportunities available to attackers seeking to exploit known weaknesses.
Beyond preventing unauthorized access, the federal agencies recommend maintaining reliable offline and offsite backups, enabling security logging, and reviewing operational records for unexpected activity. For equipment that does not support conventional logging, organizations should monitor network communications between industrial devices to identify suspicious behavior. Operators should also establish reasonable temperature setpoint limits and configure alerts that identify deviations from safe operating ranges before they result in substantial equipment damage or inventory loss.
The recommendations align with the Cross-Sector Cybersecurity Performance Goals developed by CISA and the National Institute of Standards and Technology (NIST). These goals establish baseline security practices intended to reduce common cyber risks across critical infrastructure environments. The advisory also references federal guidance addressing internet exposure reduction, edge device security, and risk-based security updates, providing additional resources for operators responsible for protecting industrial systems.
Organizations that identify suspicious activity involving industrial refrigeration or cold chain monitoring equipment are encouraged to report incidents to CISA through its 24-hour Operations Center at contact@cisa.dhs.gov or 1-844-729-2472. Reports may also be submitted through the FBI’s Internet Crime Complaint Center at http://www.ic3.gov or directly to an FBI field office. Healthcare organizations requiring assistance with disruptions affecting medical supply chains may contact HHS at HHSCyber@hhs.gov or its 24-hour Operations Center at 202-619-7800.
The November 5 advisory does not identify a specific threat actor, name affected refrigeration manufacturers, assign CVE identifiers, or provide a confirmed number of successful compromises. It establishes that federal authorities are aware of malicious activity targeting these systems and are urging protective action before unauthorized manipulation results in physical damage, supply chain disruption, or compromised product safety.
The joint warning demonstrates the consequences that cybersecurity failures can have when network-connected technology controls essential physical infrastructure. Refrigeration systems support the safe storage and movement of food, medical supplies, chemicals, and other temperature-sensitive materials. Their security directly affects operational continuity, inventory integrity, and public safety, making the protection of industrial controllers an essential responsibility for organizations operating throughout these sectors.
