THREE CLEVELAND GANG MEMBERS CONVICTED OF RACKETEERING, MURDER, KIDNAPPING, AND FEDERAL DRUG AND FIREARMS OFFENSES

CLEVELAND, OHIO — Three members of the Fully Blooded Felons street gang have been convicted of multiple federal offenses following a three-week jury trial involving murders, kidnappings, drug trafficking, and firearms-related crimes in Cleveland. Raven Mullins, 37, Malik Brooks, 28, and Jayon Florence, 23, all of Cleveland, were found guilty of offenses including murder under the Racketeer Influenced and Corrupt Organizations (RICO) Act, racketeering conspiracy, kidnapping, and other crimes connected to the gang’s operations, according to a November 5, 2026, announcement from the U.S. Department of Justice.

The convictions followed a yearslong federal investigation into the Fully Blooded Felons, a criminal organization operating primarily on Cleveland’s east side, with additional activity in Akron, Youngstown, and other locations throughout Ohio. Federal prosecutors established that the gang had operated since approximately 2012 and maintained an organized presence within the Ohio prison system. Its activities included violent assaults, intimidation, drug trafficking, and the use of firearms to enforce internal discipline and confront perceived rivals.

According to evidence presented at trial, Mullins held a leadership position within the gang’s governing body, known as the Commission. The organization maintained a structured hierarchy consisting of a Head Commissioner, 10 subordinate Commissioners, and lower-ranking leaders called Capos, each responsible for overseeing as many as 25 members. The Commission established organizational policies, determined methods of generating criminal revenue, and authorized punishments for members accused of violating gang rules.

The gang enforced strict internal requirements intended to maintain loyalty and obedience. Members were expected to follow a code of silence known as omerta and memorize organizational rules called the “Fully Five” and “Fully Commandments.” These rules required compliance with orders issued by the Commission, loyalty to fellow members, and respect toward Capos. Violations could result in physical punishment, financial penalties, or death, with instructions distributed through electronic messages and direct meetings.

The trial established that Mullins, Brooks, Florence, and other gang members participated in the kidnapping and murder of a woman suspected of maintaining a relationship with a rival gang member and sharing information with competing associates. On July 28, 2022, the victim was held inside an apartment after gang members questioned her loyalty. Mullins ordered other members, including Brooks and Florence, to repeatedly punch and choke her while she remained captive.

During the confinement, gang members seized and examined the woman’s cellphone, reviewing her messages and contacts. They concluded that she intended to provide a rival gang with information about Brooks’ location, potentially enabling an assault or murder. The suspicion became the justification for further violence, with Mullins and other members discussing the victim’s fate while continuing to hold her against her will.

On July 29, 2022, following Mullins’ approval, Brooks, Florence, and other participants transported the woman to Cleveland’s west side, where she was fatally shot 19 times. Her body was abandoned in the front passenger seat of a stolen Kia Optima. Federal prosecutors presented the killing as an act of violence carried out to enforce the gang’s internal authority and punish perceived disloyalty.

Evidence also established a separate kidnapping involving a 22-year-old woman between June 30 and July 5, 2022. Mullins and other gang members abducted and assaulted the victim after she provided police with a statement implicating a Fully Blooded Felon member in a robbery. The woman was eventually released, but the incident demonstrated the organization’s willingness to retaliate against individuals who cooperated with law enforcement.

A second murder occurred on September 12, 2023, when Mullins and two other gang members robbed and killed another victim on Cleveland’s west side. During the trial, prosecutors introduced evidence involving a knife sheath recovered at the scene that contained Mullins’ DNA. The forensic evidence connected him to the location of the killing and supported the government’s case concerning his participation in the violent offense.

The prosecution also presented evidence that Brooks shot two rival gang members during separate incidents on Cleveland’s west side on July 18 and July 20, 2022. These attacks were among the violent acts attributed to the criminal enterprise and formed part of the broader evidence establishing the gang’s involvement in armed confrontations and racketeering activity.

Federal investigators additionally identified two apartments used by Fully Blooded Felon members as stash houses for drugs and firearms. During searches of the properties, law enforcement recovered more than 300 grams of fentanyl, cocaine, and methamphetamine, along with seven firearms. The seizures provided physical evidence of the organization’s involvement in narcotics distribution and the possession of weapons associated with its criminal operations.

Assistant Attorney General A. Tysen Duva of the Justice Department’s Criminal Division described the convictions as an important development in federal efforts to combat organized gang violence. U.S. Attorney David M. Toepfer for the Northern District of Ohio emphasized the impact of the verdicts on victims and their families, while FBI Cleveland Special Agent in Charge Joshua DelManzo identified the Fully Blooded Felons as a major gang threat within the Cleveland area.

The Justice Department reported that 25 Fully Blooded Felon members had been charged and convicted of federal offenses connected to the indictment as of November 5, 2026. Those prosecutions involved charges including RICO conspiracy, murder and kidnapping in aid of racketeering, firearms violations, and drug trafficking offenses. The convictions of Mullins, Brooks, and Florence represent an additional development in the federal effort to dismantle the organization’s leadership and criminal operations.

The three defendants face maximum possible sentences of life imprisonment. The federal court has not yet scheduled their sentencing hearings. The sentences ultimately imposed will depend on the offenses of conviction, applicable federal statutes, and the court’s consideration of the evidence and sentencing requirements.

The investigation was conducted by the FBI with assistance from the Cleveland Division of Police, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Drug Enforcement Administration (DEA), Cuyahoga County Sheriff’s Office, Ohio Adult Parole Authority, Ohio State Highway Patrol, U.S. Marshals Service, and other participating law enforcement agencies.

Lynch and former Trial Attorney Alyssa Levey-Weinstein of the Justice Department’s Violent Crime and Racketeering Section prosecuted the case alongside Assistant U.S. Attorneys Paul E. Hanna, Rachael E. Wood, Robert F. Corts, and Margaret A. Sweeney for the Northern District of Ohio.

The convictions establish the criminal responsibility of three gang members for participating in an organized enterprise that used violence, intimidation, and criminal activity to maintain control over its members and confront perceived threats. The evidence presented at trial documented a pattern of kidnappings, retaliatory assaults, murders, and drug trafficking supported by a formal leadership structure. With 25 members now convicted in connection with the federal case, the prosecution represents a significant enforcement action against the Fully Blooded Felons’ operations in northern Ohio.
