LAS VEGAS, NEVADA — A Las Vegas woman has been sentenced to 14 years in federal prison for sexually exploiting multiple children through a trafficking operation in which she recruited minors, advertised them for commercial sexual activity, and arranged encounters with adults while collecting a portion of the payments.
Tori Mangum, also known as Tori Magnum, received the sentence on October 14, 2026, from Chief U.S. District Judge Andrew P. Gordon in the District of Nevada. The court imposed 168 months in federal prison followed by 20 years of supervised release. Federal prosecutors had requested a 240-month prison sentence, equivalent to 20 years.
Mangum previously pleaded guilty to one count of sex trafficking of children, acknowledging her criminal responsibility for participating in the commercial sexual exploitation of minors.
According to court documents and statements presented during the proceedings, Mangum recruited multiple children to engage in sexual activity with adults in exchange for money. She arranged advertisements promoting the minors for prostitution, using sexually suggestive photographs that she either took herself or directed others to produce.
Mangum also coordinated encounters between the children and adult customers, managing arrangements that facilitated their exploitation. Prosecutors established that she retained a portion of the money generated through those encounters, financially benefiting from the trafficking activity.
The use of prostitution advertisements also demonstrates how commercial sexual exploitation can be facilitated through advertising and communications systems. Photographs and promotional material can be used to attract buyers, while the individuals coordinating transactions may retain control over scheduling, payments, and access to victims.
Under federal law, sex trafficking of children is prohibited by 18 U.S.C. § 1591. The statute addresses the recruitment, transportation, provision, obtaining, maintenance, patronizing, or solicitation of minors for commercial sexual activity, along with knowingly benefiting from participation in qualifying trafficking ventures.
Unlike adult sex trafficking cases involving force, fraud, or coercion, a federal child sex trafficking offense does not require prosecutors to establish those elements when the victim is under 18 and the other statutory requirements are satisfied. A child’s apparent agreement to participate in commercial sexual activity does not provide a legal defense to the trafficking offense.
First Assistant U.S. Attorney Sigal Chattah for the District of Nevada emphasized the Justice Department’s commitment to prosecuting child exploitation and protecting victims and survivors. Her remarks addressed the lasting harm caused by trafficking offenses and the importance of holding offenders criminally accountable.
Christopher S. Delzotto, Special Agent in Charge of the FBI’s Las Vegas Field Office, condemned Mangum’s actions and warned that child sex trafficking can occur within local communities without immediately attracting public attention. He reaffirmed the FBI’s commitment to identifying individuals who exploit minors and working with law enforcement partners to investigate trafficking networks.
The investigation was conducted by the FBI and Las Vegas Metropolitan Police Department, reflecting cooperation between federal investigators and local authorities in addressing child trafficking offenses.
Assistant U.S. Attorney Afroza Yeasmin prosecuted the case.
The prosecution was conducted under Project Safe Childhood, a nationwide Department of Justice initiative established in May 2006 to combat sexual exploitation and abuse involving minors. The initiative brings together U.S. Attorneys’ Offices, the Justice Department’s Child Exploitation and Obscenity Section, and federal, state, and local law enforcement agencies.
Project Safe Childhood was expanded in 2011 to encompass the full range of federal offenses involving child sexual exploitation, including child sex trafficking, online enticement, and other crimes against minors. Its coordinated approach supports victim identification, investigative cooperation, and the prosecution of offenders who exploit children through physical or digital means.
Cases involving the commercial trafficking of minors can also present substantial challenges for victim recovery. Children subjected to trafficking may require specialized services addressing psychological trauma, safety, education, and long-term stability. Federal child protection efforts recognize survivor assistance as an important component of the response to exploitation.
In Mangum’s case, the Justice Department’s October 14 announcement did not disclose the number or ages of the individual victims, the duration of the trafficking activity, or additional restitution requirements. The confirmed sentencing terms include 14 years of imprisonment and 20 years of supervised release.
The sentence concludes a significant stage of the prosecution following Mangum’s guilty plea and establishes criminal accountability for her involvement in the commercial sexual exploitation of children.
