WASHINGTON, D.C. — The U.S. Department of Justice has announced a new whistleblower incentive program offering payments ranging from $10,000 to $30,000 to individuals who provide credible information leading to federal criminal fraud charges. The initiative introduces an accelerated reward system designed to encourage the early reporting of fraud involving federal healthcare programs, government benefits, and other publicly funded services.
Announced October 20, 2026, the Fraud Whistleblower Incentive Program (WHIP) will operate through the Justice Department’s National Fraud Enforcement Division. Unlike many existing federal whistleblower programs, which require criminal proceedings, forfeiture actions, or related financial recoveries to reach their final stages before awards are considered, the new program allows qualifying individuals to receive payments shortly after criminal charges are filed.
The awards are not automatic. The Justice Department retains sole discretion over eligibility, payment amounts, and whether a reward will be issued. Qualifying information must lead to federal criminal charges, which generally must be unsealed before payment. A conviction or substantial financial recovery is not required, and the department may authorize payment before charges are unsealed at its discretion.
Attorney General Todd Blanche announced the initiative as part of the department’s broader effort to identify fraud affecting federal programs and encourage members of the public to report criminal misconduct. Assistant Attorney General Colin M. McDonald, who leads the National Fraud Enforcement Division, identified the accelerated payment structure as a means of obtaining investigative information earlier in criminal proceedings.
The announcement follows Directive 26-12, issued by McDonald on October 1, 2026, which instructed division leadership to develop policies encouraging individuals with credible information about fraud to cooperate with federal authorities. Nineteen days later, the department formally introduced WHIP.
The program concentrates on federal healthcare offenses and fraudulent activity involving government benefits. Covered healthcare cases can include schemes involving Medicare, Medicaid, healthcare providers, medical billing, and fraudulent claims submitted for services or products that were unnecessary, misrepresented, or never provided.
The department’s published guidance identifies several forms of misconduct that may qualify, including illegal kickbacks, fraudulent medical claims, fabricated diagnoses, improper enrollment practices, and the unauthorized use of personal identifying information to obtain government benefits.
The program also covers fraud involving benefits administered by several federal departments and agencies, including Agriculture, Labor, Health and Human Services, Housing and Urban Development, Education, Veterans Affairs, the Department of War, and the Small Business Administration.
To qualify for consideration, whistleblowers must voluntarily provide truthful, complete, and original information in writing. The information must be sufficiently specific and useful to contribute to federal criminal charges. Participants are also required to cooperate with investigators, including providing additional records, testimony, or other evidence when requested.
Individuals who meaningfully participated in the fraud, including those responsible for directing, planning, or knowingly profiting from the operation, generally cannot receive rewards. The department’s rules provide limited discretion involving individuals whose participation was minimal, subject to its assessment of the circumstances.
Certain government personnel, law enforcement employees, contractors, and individuals with specified relationships to those employees are also excluded. Additional restrictions apply to information obtained through protected legal communications, particular compliance responsibilities, and other circumstances addressed in the program’s official terms.
The program permits anonymous submissions through an attorney, who must verify the whistleblower’s identity and certify that the information has been reviewed for accuracy. Individuals submitting information without legal representation must provide sufficient identifying information for federal authorities to contact them. Before receiving an award, every successful claimant must disclose and verify their identity with the department.
Another significant feature allows participants to remain eligible for additional compensation through other qualifying government whistleblower programs. An individual receiving an early WHIP payment may still qualify for a separate award if the information eventually contributes to substantial financial penalties or forfeiture under another program’s requirements.
The Department of the Treasury has committed $25 million to support implementation of the program. That commitment provides funding for the initiative but does not establish how many rewards will ultimately be issued or the total amount that qualifying whistleblowers will receive.
The Justice Department has established a reporting process through the federal government’s fraud intake system. Individuals seeking an award are directed to submit a completed and signed intake form through the designated reporting channel. The program’s official terms also explain how award determinations are made and the circumstances under which submissions may be rejected.
WHIP forms part of the Justice Department’s expanded fraud enforcement structure following the establishment of its National Fraud Enforcement Division on April 7, 2026. The initiative also operates within the administration’s broader government-wide effort to address fraud, waste, and abuse involving federal benefit programs.
