WASHINGTON, D.C. — The Cybersecurity and Infrastructure Security Agency (CISA) has issued an urgent warning concerning two critical vulnerabilities in PHP that could allow unauthenticated attackers to execute malicious code on vulnerable web servers without requiring valid login credentials.
The vulnerabilities, identified as CVE-2026-109618 and CVE-2026-109619 and collectively known as PHP2Shell, affect PHP’s core runtime rather than a specific website plugin or application. Their presence within the underlying programming environment creates substantial exposure for organizations operating PHP-based websites and services.
CISA’s October 21, 2026, alert calls for immediate security updates across affected environments, prioritizing internet-facing systems. The agency reported that it had not observed active exploitation at the time of its announcement, although the technical severity and widespread deployment of PHP warrant urgent remediation.
The PHP development team released coordinated security updates addressing both vulnerabilities. The flaws affect PHP installations responsible for processing incoming web requests, including configurations commonly used by enterprise applications, commercial hosting providers, and publicly accessible websites.
Vulnerability Details
CVE-2026-109618 involves a memory-corruption vulnerability associated with PHP’s handling of out-of-memory conditions. Under certain circumstances, memory allocation failures can interrupt request processing while internal data structures remain partially initialized. Subsequent cleanup operations may interpret corrupted or incomplete information as valid, creating an opportunity for an attacker to interfere with PHP’s execution.
CVE-2026-109619 involves stale internal state retained after memory has been released. When request-specific information survives beyond its intended lifetime, subsequent operations may reference memory that is no longer valid. This condition can allow an attacker to manipulate program behavior during the processing of specially constructed requests.
Both vulnerabilities can be triggered through web requests without authentication. Successful exploitation could allow an attacker to execute arbitrary code within the affected PHP process, potentially exposing application data, modifying server-side files, or establishing additional access depending on the permissions available to the compromised process.
These weaknesses arise within the PHP runtime itself. Consequently, an application does not need to contain its own separate programming vulnerability to become exposed when operating on an affected PHP installation.
Affected PHP Versions and Environments
The PHP security team has released the following fixed versions:
| PHP branch | Fixed security release |
|---|---|
| PHP 8.5 | 8.5.12 |
| PHP 8.4 | 8.4.27 |
| PHP 8.3 | 8.3.36 |
| PHP 8.2 | 8.2.35 |
Earlier releases within these branches require updating, while PHP 8.1 and older versions are no longer maintained through the project’s standard security support process. Organizations using legacy installations must determine whether their operating system or extended-support vendor provides an appropriate backported fix.
Systems operating PHP through Apache mod_php, PHP-FPM, CGI configurations, LiteSpeed, or other supported integration methods require assessment. The PHP security team has identified Apache mod_php as particularly exposed because exploitation has been demonstrated before normal application code begins executing.
Organizations should also examine applications that include PHP as an underlying dependency. Content management systems, administrative dashboards, customer portals, and third-party software may use PHP even when administrators do not directly manage the runtime.
Operational Impact
PHP supports a substantial portion of modern web infrastructure, including content management systems, ecommerce applications, business portals, and internally developed web services.
A successful attack against a vulnerable PHP runtime could provide an unauthorized party with the ability to execute commands under the privileges assigned to the affected process. The resulting damage would depend on the server configuration, filesystem permissions, connected services, and any additional weaknesses available within the environment.
Potential consequences include unauthorized modification of website content, exposure of application configuration files, theft of accessible credentials, deployment of malicious software, and interruption of web services.
Shared hosting environments and centrally managed application platforms face additional operational considerations because multiple websites may depend on the same underlying PHP installation. Updating an individual website’s plugins or application code does not independently resolve a vulnerability within the PHP interpreter.
These risks make accurate software inventories and coordinated maintenance essential, particularly where numerous production applications depend on a shared runtime.
CISA Warning and Exploitation Status
CISA’s warning reflects the severity of the vulnerabilities and their potential impact on internet-facing systems. Both flaws have received critical CVSS v4.0 scores of 9.2, indicating serious exploitation consequences.
Although CISA reported no observed exploitation as of October 21, the availability of technical vulnerability information increases the urgency of defensive action. Publicly documented exploitation techniques can accelerate attempts to identify and compromise unpatched systems.
The alert is an urgent CISA security notification rather than confirmation that either vulnerability has been added to the agency’s Known Exploited Vulnerabilities (KEV) Catalog. Organizations should distinguish the existence of publicly demonstrated exploitation methods from verified malicious exploitation in operational environments.
CISA’s primary recommendation is to deploy the available security updates immediately rather than rely on temporary network defenses.
Defensive Guidance
Organizations should begin by identifying all PHP installations, including those embedded in third-party applications, development environments, and web-hosting infrastructure. Version inventories should be compared against the fixed releases, with publicly accessible systems receiving the highest remediation priority.
Where immediate patching is not possible, CISA recommends taking vulnerable PHP-based systems offline until updates can be applied. This is particularly important for unsupported releases where reliable security maintenance may not be available.
Web application firewalls may help restrict certain malicious requests, but they cannot guarantee protection from vulnerabilities within the PHP runtime. The PHP security team has also published configuration-based measures addressing individual exploitation paths, although these controls do not provide a complete substitute for patching.
Security teams should monitor application and web-server logs for unusual requests, unexpected process failures, and activity associated with attempted exploitation. Particular attention should be given to PHP worker processes unexpectedly launching command shells, initiating downloads, or executing unfamiliar programs.
Administrators should also confirm that updated PHP packages are installed across all relevant environments and that affected services have been restarted where required. Organizations relying on vendor-managed platforms should obtain confirmation that appropriate fixes have been deployed rather than assuming application-level updates provide protection.
Federal Response and Security Priorities
CISA’s October 21 alert places immediate emphasis on remediation across organizations that operate PHP-based services. The warning is particularly significant because the vulnerabilities reside in a widely deployed programming runtime and are not limited to a single application vendor or website platform.
The PHP development team’s coordinated releases provide corrected versions for supported branches, allowing administrators to address both vulnerabilities through established software maintenance procedures.
For organizations operating unsupported PHP versions, continued exposure presents a more complicated security challenge. Those environments may require operating system vendor patches, supported extended-maintenance packages, or migration to a maintained PHP release.
The central security concern is the possibility of unauthenticated code execution through ordinary web-facing request-processing functionality. Because an attacker may not need legitimate credentials or a separate application vulnerability, organizations cannot rely solely on account protections or conventional application security measures.
Immediate patch deployment, verification of affected installations, and continued monitoring remain the primary steps for reducing exposure to PHP2Shell. The availability of fixed releases makes remediation possible, while continued use of vulnerable PHP installations leaves web infrastructure exposed to potentially serious compromise.
