DALLAS, TEXAS — A member of the Four-Deuce Oakland Crips street gang has been sentenced to 447 months, or 37 years and three months, in federal prison following his conviction on drug trafficking and firearms charges connected to a criminal operation along the Malcolm X Boulevard corridor in South Dallas.
Jamarian Hewitt, 39, of Dallas, received the sentence on October 28, 2026, from U.S. District Judge Brantley Starr. A federal jury convicted Hewitt in April 2026 of possession with intent to distribute a Schedule II controlled substance, possession of a firearm in furtherance of a drug trafficking crime, using a communication facility to facilitate a drug felony, and conspiracy to possess with intent to distribute a Schedule II controlled substance.
The prosecution resulted from Operation Blue Laces, an investigation launched by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in January 2024. Federal agents began examining criminal activity around two major intersections along Malcolm X Boulevard after residents and local business owners reported repeated threats and intimidation involving members of the Four-Deuce Oakland Crips. Investigators identified several commercial establishments being used to distribute narcotics and store firearms.
The investigation also uncovered an open-air drug market operating along the 2800 block of Casey Street, an area known as the “Dead End.” According to federal authorities, gang members conducted narcotics transactions there around the clock, contributing to persistent criminal activity in the surrounding neighborhood. Members and associates of the organization also used clothing and jewelry featuring the number 42 to identify their gang affiliation.
Evidence presented at trial established that Hewitt operated a storefront known as Exotic Pop South Dallas, which served as a distribution location for cocaine, methamphetamine, codeine, prescription drugs, and marijuana marketed under the name “Zillionaire Marijuana.” Prosecutors demonstrated that the business was used to conduct regular drug transactions rather than functioning solely as a legitimate retail establishment.
On October 22, 2024, law enforcement officers executed a search warrant at the storefront on South Malcolm X Boulevard. Investigators recovered approximately one kilogram of methamphetamine, quantities of marijuana and prescription pills intended for distribution, and multiple firearms connected to the trafficking conspiracy. A separate search of Hewitt’s residence resulted in the seizure of approximately 14 additional pounds of marijuana, prescription medications, and ammunition.
During sentencing, the court examined Hewitt’s extensive criminal record, which included previous convictions for aggravated promotion of prostitution of a minor, money laundering, unlawful firearm possession by a convicted felon, drug distribution offenses, assault of a family member, and assault on a peace officer. Prosecutors also established that Hewitt was serving felony probation in Kaufman and Tarrant Counties and was free on bond in Dallas County while participating in the federal drug conspiracy.
U.S. Attorney Ryan Raybould for the Northern District of Texas identified the prosecution as an important outcome for residents and businesses affected by the gang’s activities. Raybould credited the ATF and Dallas Police Department with investigating the trafficking network and gathering the evidence necessary to secure Hewitt’s conviction.
According to the Justice Department’s October 29 announcement, a total of 12 defendants associated with the Four-Deuce Oakland Crips and identified during Operation Blue Laces, including Hewitt, have been convicted of federal offenses involving narcotics conspiracies, firearms violations, and carjacking.
The investigation was conducted by the ATF Dallas Field Division and the Dallas Police Department. Assistant U.S. Attorneys Rick Calvert and Ashley Koos of the Major Crimes Section prosecuted the case.
The prosecution was also included under Operation Take Back America, a nationwide Justice Department initiative coordinating federal law enforcement resources against organized criminal activity, violent offenses, and drug trafficking.
There is no parole in the federal prison system.
