ALEXANDRIA, VIRGINIA — Ahmad Umar Agha, a member of the Syrian Electronic Army (SEA), was sentenced on October 29, 2026, to three years and six months in federal prison for his role in an extensive hacking conspiracy conducted on behalf of former Syrian President Bashar al-Assad’s government. The operation targeted approximately 47 Western media organizations, businesses, nonprofit groups, and U.S. and allied government entities.
According to federal court records, the conspiracy operated from as early as August 24, 2011, through January 31, 2014, under the direction of individuals within Assad’s inner circle, including the commander of Syria’s General Intelligence Directorate. Agha, also known online as “The Pro,” conducted cyber intrusions intended to distribute government propaganda, obtain intelligence, intimidate political opponents, and interfere with independent reporting during Syria’s civil war.
Federal investigators documented an extensive spearphishing campaign in which attackers impersonated trusted contacts, obtained employee credentials, and accessed organizational systems without authorization. Compromised accounts were used to alter websites, distribute fraudulent messages, redirect internet traffic, and conduct additional attacks. The 2018 federal indictment detailed intrusions affecting news organizations, human rights groups, technology companies, and government personnel.
One of the most consequential attacks occurred on April 23, 2013, when Agha compromised a major news agency’s Twitter account and published a fabricated report claiming explosions at the White House had injured President Barack Obama. The false announcement triggered a brief stock market disruption that temporarily erased approximately $136 billion from the value of stocks comprising the Dow Jones Industrial Average. Prosecutors said Agha later acknowledged that disrupting financial markets had been an objective of the attack.
Another intrusion targeted a company hosting the U.S. Marine Corps recruitment website. Agha redirected visitors to a propaganda page urging American service members to refuse military orders and support the Syrian Army. Approximately 3,500 prospective visitors encountered the unauthorized message instead of the Marine Corps recruitment website. Federal investigators also identified unsuccessful attempts to compromise White House social media accounts through stolen employee credentials.
The attacks imposed substantial financial costs on victims. One company providing digital content and advertising services reportedly lost approximately $35,000 daily for six months following an intrusion. A separate international nonprofit organization incurred approximately $480,000 in losses after deploying additional network monitoring systems, upgrading its cybersecurity infrastructure, and retraining more than 800 employees.
Agha and fellow Syrian Electronic Army member Firas Dardar, known as “The Shadow,” were initially charged in June 2014 and indicted by a federal grand jury on May 17, 2018. The indictment included conspiracy to commit computer fraud, conspiracy to commit wire fraud, and aggravated identity theft charges. Dardar remains a fugitive. He was also charged in a separate federal conspiracy involving computer intrusions, extortion, financial crimes, and violations of U.S. sanctions against Syria. Another defendant in that investigation, Peter Romar, was extradited from Germany and pleaded guilty in September 2016.
Assistant Attorney General for National Security John A. Eisenberg described Agha’s activities as attacks against press freedom, national security, and financial institutions. First Assistant U.S. Attorney Theophani K. Stamos emphasized the importance of protecting American electronic infrastructure, while FBI Washington Field Office Assistant Director in Charge Darren B. Cox highlighted the investigation’s continuation despite Agha spending more than a decade as a fugitive.
The FBI’s Washington Field Office investigated the case in coordination with the bureau’s Cyber Division. Assistant U.S. Attorney Laura D. Withers of the Eastern District of Virginia and Trial Attorney Jacques Singer-Emery of the Justice Department’s National Security Division prosecuted the case.

United States District Court for the Eastern District of Virginia, Alexandria Division, United States v. Ahmad Umar Agha and Firas Dardar, Criminal Complaint and Affidavit in Support of Criminal Complaint and Arrest Warrants, Case No. 1:14-mj-00292-TRJ, Documents 1 and 2, June 12, 2014. (Free Download)
