SEFFNER MAN SENTENCED TO 24 YEARS IN FEDERAL PRISON FOR CHILD SEXUAL ABUSE MATERIAL OFFENSES, CONSECUTIVE TO 25-YEAR STATE SENTENCE

TAMPA, FLORIDA — A Seffner man has been sentenced to 24 years in federal prison for producing, distributing, and possessing child sexual abuse material (CSAM), with the sentence ordered to run consecutively to an existing 25-year state prison term. Joel Reynolds, 48, received the federal sentence from U.S. District Judge Thomas P. Barber following his guilty plea on July 9, 2026, according to an announcement issued November 3, 2026, by U.S. Attorney Gregory W. Kehoe for the Middle District of Florida.

The consecutive sentencing order means Reynolds must serve his federal prison term separately from his state sentence rather than serving both sentences simultaneously. Together, the two sentences amount to 49 years of imprisonment, subject to applicable sentencing and custody rules. The federal judgment reflects Reynolds’s guilty plea to offenses involving the production, distribution, and possession of child sexual abuse material.

According to federal court documents, the investigation began in November 2024 after law enforcement received a cyber tip from the National Center for Missing and Exploited Children (NCMEC). The organization operates a reporting system that allows suspected incidents of online child sexual exploitation to be referred to appropriate law enforcement authorities for investigation.

Investigators determined that Reynolds had produced child sexual abuse material and distributed at least one image through a social media application. Further examination of his electronic devices revealed hundreds of videos depicting minors engaged in sexually explicit conduct. The findings provided evidence supporting the federal charges involving the creation, dissemination, and possession of illegal material.

The case involved cooperation between the FBI and the Hillsborough County Sheriff’s Office, whose investigators worked to establish the nature and extent of Reynolds’s criminal conduct. The Justice Department’s announcement did not identify the social media application involved or disclose additional information about the victims.

Assistant U.S. Attorney Courtney Derry prosecuted the federal case.

The prosecution was conducted as part of Project Safe Childhood, a nationwide Justice Department initiative established in May 2006 to combat the sexual exploitation and abuse of children. The program coordinates federal, state, and local law enforcement resources to investigate offenders, prosecute criminal conduct, identify victims, and assist in the recovery of children subjected to exploitation. The initiative is led by U.S. Attorneys’ Offices and the Justice Department’s Criminal Division, including its Child Exploitation and Obscenity Section.

Reynolds’s sentencing concludes the federal criminal proceedings resulting from the investigation, imposing a substantial additional prison term beyond his existing state sentence. The case demonstrates the role of cyber tips, digital evidence examinations, and coordinated investigations in identifying individuals responsible for producing and distributing child sexual abuse material and holding them accountable under federal law.
