U.S. intelligence agencies have observed a surge in efforts by foreign actors to interfere with the upcoming 2024 presidential election. According to a statement from the Office of the Director of National Intelligence (ODNI) on Friday, these activities are expected to intensify as Election Day approaches.
“As we get closer to Election Day, we’re seeing a significant ramp-up of foreign actors’ efforts to influence the election,” an ODNI official said during a press briefing, the third of its kind in the lead-up to the election. “We anticipate these activities will persist in the coming months.”
This briefing followed a recent wave of actions by the federal government aimed at countering Russian disinformation efforts. Earlier this week, the Justice Department seized over 30 websites that were allegedly being used by Russia to spread pro-Kremlin propaganda. Two Russian nationals working for the state-owned media outlet RT were also charged for their roles in the influence campaign.
Just weeks earlier, U.S. intelligence and law enforcement agencies had publicly blamed Iran for hacking former President Donald Trump’s campaign and attempting to infiltrate the Biden-Harris campaign. However, officials remain uncertain whether these public crackdowns will ultimately deter Russia and Iran from continuing their efforts, with only 60 days left before voters head to the polls.
Despite the recent actions, U.S. officials acknowledged that Russia’s disinformation network remains vast. “Russia’s influence apparatus is extensive, and even with these measures, other entities remain active,” the ODNI official explained, underscoring the broader effort required to counter Russia’s ongoing activities.
Similarly, the FBI expressed caution regarding Iran’s interference, with an official noting that Tehran’s hack-and-leak operations typically signal a long-term intent to influence U.S. elections. “We would be hesitant to say that Iran’s operations are over, as these moves often reflect a deeper strategy,” the FBI official said.
While Russia and Iran remain key players in election interference, China’s approach appears different. Rather than focusing on the presidential race, China is directing its attention toward down-ballot elections, potentially seeking to influence lower-level policymakers with anti-Beijing positions.
In addition to these well-known actors, U.S. intelligence agencies have noticed that several other countries are testing the boundaries of election influence. “We’re seeing a number of countries engaging in activities that, at minimum, are testing the waters of election interference,” the ODNI official said. Though officials declined to specify which countries are involved, they acknowledged that Cuba has been cited in past briefings.
With just weeks to go before the 2024 election, U.S. officials continue to closely monitor foreign interference efforts, stressing the importance of vigilance as foreign adversaries remain keenly interested in shaping the outcome of American elections.
