CEDAR RAPIDS, IOWA — A convicted repeat offender with an extensive felony history has been sentenced to federal prison after authorities linked him to the theft of fifteen firearms from a residence in Waterloo, Iowa, according to federal prosecutors in the Northern District of Iowa.
Federal officials announced that JUSTIN MICHAEL BARNES, 29, of Rock Island, Illinois, was sentenced on May 1, 2026, to eight years in federal prison following his guilty plea to possession of firearms by a felon and possession of stolen firearms.
Court records show that Barnes entered guilty pleas on November 20, 2025, after federal investigators tied him to the June 2024 burglary and subsequent movement of stolen firearms through the Waterloo area.
According to evidence presented during plea and sentencing proceedings, Barnes had previously accumulated six felony convictions in Iowa state courts before the firearm theft occurred. Those prior convictions reportedly included theft-related offenses, forgery crimes, and a previous firearm-related offense. Federal authorities stated Barnes was already on parole at the time of the firearm theft and was also wanted under an active arrest warrant.
Investigators alleged that in June 2024, Barnes and his then-girlfriend, JENA WELLS, targeted an unoccupied residence in Waterloo and stole fifteen firearms from inside the property. Prosecutors stated Wells acted as a lookout during the burglary while Barnes removed the weapons from the home.
Authorities later determined the stolen firearms were transported to Wells’s residence after the burglary. Federal investigators stated Barnes then began attempting to distribute or sell the stolen weapons.
The case rapidly escalated after a June 10, 2024 traffic stop conducted by Waterloo police officers. During the stop, officers reportedly discovered several of the stolen firearms inside Barnes’s backpack. Federal authorities stated the recovery of the weapons became a key turning point in the investigation and directly connected Barnes to the burglary operation.
Investigators further stated that during interviews with law enforcement, Barnes repeatedly provided false statements regarding the origins of the firearms and how he obtained them. Federal prosecutors argued the misleading statements reflected an effort to obstruct or misdirect the investigation after police recovered the weapons.
Barnes was sentenced by United States District Court Chief Judge C.J. Williams in Cedar Rapids. In addition to the 96-month federal prison sentence, Barnes was ordered to serve a three-year term of supervised release following completion of his incarceration.
Federal authorities noted that parole does not exist within the federal prison system, meaning Barnes will be required to serve the sentence under federal custody guidelines before entering supervised release.
JENA WELLS was separately sentenced on March 9, 2026, to 41 months imprisonment for her role in the firearm theft operation.
Federal investigators continue warning that stolen firearms remain a major contributor to violent crime activity, illegal trafficking networks, and secondary criminal markets. Weapons stolen during residential burglaries frequently circulate into broader criminal distribution pipelines, including narcotics trafficking operations, gang activity, and interstate firearm transfers.
Law enforcement agencies have increasingly prioritized investigations involving stolen firearms because illegally trafficked weapons are often difficult to trace once redistributed through underground networks or private criminal exchanges.
Federal authorities stated the case was investigated through a joint federal task force involving the Waterloo Police Department, the Federal Bureau of Investigation, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. Additional assistance was provided by the Black Hawk County Sheriff’s Office and the Cedar Falls Police Department.
The prosecution was handled by Assistant United States Attorney Kyndra Lundquist.
Federal officials stated Barnes will remain in United States Marshals Service custody pending transfer to a federal correctional facility.
