Philippine authorities have apprehended a Chinese national and two Filipino citizens suspected of engaging in surveillance activities targeting critical infrastructure, including military installations, according to the National Bureau of Investigation (NBI).
The suspects are believed to be part of a China-linked espionage network operating under the guise of autonomous vehicle development. They now face potential espionage charges for allegedly collecting and distributing sensitive national defense information using advanced surveillance technology.
Espionage Network Uncovered
Law enforcement officials have identified six individuals connected to the suspected spy group, with three reportedly residing in China. Among those arrested is Deng Yuanqing, a Chinese national and software engineer with alleged ties to a university controlled by the People’s Liberation Army (PLA). This institution specializes in modern warfare and cybersecurity, and Yuanqing’s expertise reportedly lies in automation and engineering.
Authorities revealed that the group outfitted a vehicle with sophisticated surveillance equipment and conducted reconnaissance operations for a month across Manila and Luzon, the country’s largest island. Their mission allegedly involved gathering high-resolution images of landscapes, structures, and layouts of key targets.
Seized Data and National Security Risks
During the operation, Philippine authorities confiscated surveillance devices containing sensitive data, including detailed topographic maps and footage of strategic infrastructure. Officials noted that the devices were internet-enabled, allowing for remote access and control.
Philippine Armed Forces Chief Gen. Romeo Brawner Jr. stated that the suspects’ activities included frequent visits to military bases, government offices, power plants, and police stations. The collected information, he warned, could be used for military targeting or other hostile purposes.
In response to the arrests, security protocols at military installations across the nation are being tightened, with enhanced screening measures for all personnel and visitors. This marks the second instance of suspected Chinese espionage activity intercepted by Philippine authorities, with a prior case involving images of military and police facilities in Manila.
China’s Silence Amid Rising Tensions
The Chinese embassy in Manila has yet to comment on the allegations. These arrests come against a backdrop of escalating tensions between the two nations, fueled by territorial disputes in the South China Sea.
Earlier this month, reports surfaced of Chinese state-sponsored hackers infiltrating a Philippine government agency as part of a long-term cyber espionage campaign. Although Philippine authorities declined to elaborate, they assured the public that no recent data had been compromised.
Adding to the turmoil, over the weekend, a member of BreachForums claimed to have leaked sensitive NBI data, reportedly containing full names, addresses, transaction records, and more. The agency has not commented on these allegations.
