THE SCHEME GOES GLOBAL
After being cornered by U.S. authorities in late 2023, North Korea’s notorious IT worker scam has expanded aggressively into Europe. The scheme—which once primarily targeted U.S. businesses through fraudulent hiring—is now being deployed in Germany, the UK, Portugal, and Serbia, supported by a global infrastructure of facilitators, forged documents, and stolen identities.
According to Google’s Threat Intelligence Group, North Korean operatives are using multiple personas, forging resumes tied to European institutions, and posing as citizens from over eight countries, including Italy, Japan, Ukraine, and Vietnam. They’re doing it through platforms like Upwork, Freelancer, and even Telegram—hijacking the remote work boom to embed state-sponsored assets inside Western networks.
TACTICS & COVER OPS
The scam now includes:
- 12+ fake personas per operative
- Remote laptop farms set up to simulate “local” employees
- Social engineering with recruiters via fabricated references
- Fake passports and forged university documents (notably Serbia’s Belgrade University)
- BYOD targeting to bypass hardware traceability
- Multi-continent facilitators working from the U.S., UK, Russia, Laos, and China
Corporate laptops meant for New York were found operational in London. Fake residency data pointed to Slovakia, while recruitment guides offered exact instructions on how to infiltrate European job markets.
THE SHIFT: FROM INCOME TO EXTORTION
What was once a money-making ploy has evolved into a weaponized insider threat.
When discovered, these North Korean operatives don’t just vanish—they threaten their former employers. Their leverage? Proprietary source code, internal communications, product blueprints, and more. In multiple cases, operatives attempted to blackmail companies by threatening to leak stolen data to competitors or the public.
This marks a tactical shift, as outlined by Google and confirmed by the FBI in January 2025. RevGen operatives are now more aggressive, more desperate, and more willing to go nuclear if burned.
