They didn’t just reshuffle the deck — they ripped out the foundation.
Last week, President Donald Trump dismissed both Gen. Timothy Haugh, head of U.S. Cyber Command and the NSA, and his second-in-command, Wendy Noble. The abrupt firings sent a seismic jolt through the national security world. And now, former Cyber Command and NSA chief Paul Nakasone is speaking out — cautiously, but clearly — about what just happened and what it might mean for the future of U.S. cyber defense.
“Anytime you would take out a leader and the principal deputy, that’s got to cause disruption,” Nakasone said Thursday at Vanderbilt University’s Summit on Modern Conflict and Emerging Threats.
The firings have reignited an ongoing debate over the “dual-hat” structure, where one official leads both the National Security Agency and U.S. Cyber Command — a system designed for tight coordination and rapid response in cyberspace. Nakasone, a staunch defender of that model, didn’t mince words about its value.
“If you want to operate with speed, agility, and unity of effort, the dual-hat setup is the best thing for our nation.”
Yet with Trump’s reshuffling and multiple signals from within the Pentagon and Office of the Director of National Intelligence hinting at a potential split, the future of that structure is now uncertain.
A Quiet Power Shift or Strategic Reboot?
While Nakasone tried to remain diplomatic, the implications are hard to ignore. These firings come at a time when the digital battlefield is expanding by the hour — with AI-driven cyberweapons, behavioral surveillance tools, and international hacking syndicates all accelerating.
So why now?
The White House hasn’t issued a full statement on the firings, and even Nakasone himself admitted he hadn’t spoken with Haugh or Noble since they were removed. But he made it clear they were “extraordinary leaders” and that their removal will leave a void.
In the interim, Army Lt. Gen. William Hartman is stepping in to lead both the NSA and Cyber Command. Nakasone had praise for Hartman, calling him “a guy at the top of his game,” but also acknowledged the magnitude of the leap required.
“Going from three stars to four is not a small jump — it’s massive.”
And yet, as capable as Hartman may be, this isn’t just about a personnel shuffle. It’s about a deliberate power realignment in one of the most sensitive domains of modern warfare.
Chris Krebs Targeted by Executive Order
As part of what appears to be a broader campaign to reshape cybersecurity leadership, Trump also signed a new executive order targeting Chris Krebs, the former head of the Cybersecurity and Infrastructure Security Agency (CISA), who worked closely with Nakasone during the 2020 election to defend against foreign interference.
While Nakasone hadn’t read the full order, he publicly backed the work done by CISA and the FBI, calling their efforts to secure elections “critical” and “praiseworthy.”
When asked whether he feared being targeted himself, he brushed it off:
“I live in the world in which I live right now — and that’s not something I’m thinking about.”
Section 702: The Intelligence Tool on the Chopping Block
Nakasone also warned that the Trump administration needs to act fast to secure a renewal of Section 702 of the Foreign Intelligence Surveillance Act — a cornerstone of U.S. intelligence gathering that’s due to expire next year.
Section 702 allows U.S. agencies to surveil foreign nationals electronically, but also sweeps up large amounts of incidental data from Americans — a fact that’s drawn increasing criticism from privacy advocates.
“You can’t start early enough,” Nakasone said, pointing out it was the most important authority he used during his tenure to anticipate adversary moves in real time.
The battle over 702 is shaping up to be one of the biggest legal and civil liberties flashpoints of 2025 — especially with tech companies, lawmakers, and watchdogs already pushing back hard.
North Korea: The Digital Hydra
In case anyone forgot: North Korea is still out there — and still one of the most dangerous actors in cyberspace.
Nakasone, who led the Cyber National Mission Force when the Lazarus Group took down Sony Pictures in 2014, says the threat has only evolved since then.
“Now it’s about revenue generation,” he said — pointing to North Korean hackers applying for jobs at Western companies to infiltrate from the inside.
That kind of digital espionage-by-employment could reshape how insider threats are assessed going forward.
“That’s the piece we’ve got to think differently about,” he added.

When the top two cyber defenders of the United States are removed in one stroke, it’s not just news — it’s a signal. Whether it marks the beginning of a more aggressive cyber doctrine, an internal restructuring of control, or something deeper beneath the surface, the consequences will ripple far and wide.
And as always, while the public watches the headlines, the real decisions — the quiet ones that shape the future — are being made in shadow.
