A phone call to your cousin overseas can mark you as a national threat.
Since 2021, Chinese authorities have escalated a digital crackdown across Tibetan regions, turning phones into portable surveillance cages. Human Rights Watch reports at least 60 known arrests tied to phone and internet use — a figure likely far below the real count, given the state’s censorship of legal records.

MASS PHONE SEARCHES: POLITICAL POLICING BY TOUCHSCREEN
In 2021, the CCP launched full-scale phone inspection campaigns across parts of Tibet — scanning residents’ devices in mass raids. People were pulled from homes, buses, schools, and workplaces, forced to unlock their phones in public or under duress.
These searches don’t just look for illegal content —
they function as behavioral sweeps, looking for “evidence” of:
- Foreign communication
- Support for Tibetan identity
- Exposure to protests or unauthorized footage
- Emotional reactions to banned images or posts
This tactic was reportedly deployed after the 2024 dam protests in Sichuan, when authorities combed TikTok and WeChat for users who shared protest videos or spoke to foreign journalists.
Phones are now more dangerous than pamphlets ever were.
They are portable interrogation rooms — and the evidence is always preloaded.
THE FORCED APP THAT SPIES FOR THE STATE
In a chilling escalation, Tibetans have been coerced into installing a government-mandated anti-fraud app — one that, according to researchers at Turquoise Roof, does far more than monitor scams.
