China is once again pointing the finger at the United States for cyber sabotage — but this time, it’s naming names.
In a rare and highly publicized accusation, Chinese officials claimed that operatives tied to the U.S. National Security Agency’s elite cyber warfare division — the Office of Tailored Access Operations (TAO) — were directly responsible for a coordinated cyberattack on the 2025 Asian Winter Games, hosted in Harbin, Heilongjiang province.
The city’s Public Security Bureau, speaking through state-run media, stated that the trio of alleged NSA agents launched advanced persistent threats (APTs) that compromised critical infrastructure and disrupted multiple systems tied to the Games — including registration, transport logistics, and competition entry platforms.
WHO’S REALLY HACKING WHO?
China’s accusation marks a strategic escalation. While both Washington and Beijing have long accused each other of cyber espionage, public attribution of specific individuals in an official government context is unusual — and signals a new phase in the information war. It also coincides with the Chinese government’s ramped-up effort to portray itself as the victim rather than the aggressor in the global cyber conflict narrative.
According to China’s National Computer Virus Emergency Response Center, the attacks were “sophisticated, sustained, and sourced through foreign assets,” targeting not only sporting operations but transport, energy, telecom, and defense research in the surrounding region.
Xinhua, China’s state news agency, reported that the NSA used front companies and international shell firms to rent server infrastructure across Europe and Asia, creating an anonymized web of IP traffic designed to obscure the origin of the assault.
THE TIMING: NO COINCIDENCE
This comes just weeks after the U.S. Department of Justice unsealed indictments against 12 Chinese nationals, including alleged operatives from the Ministry of Public Security, cybersecurity contractor i-Soon, and the Salt Typhoon APT group. That case detailed a years-long effort to infiltrate American and allied networks across industries — from healthcare to energy and military research.
In a private meeting last December, The Wall Street Journal reported that Chinese officials quietly acknowledged some involvement in recent U.S. hacks, but denied state sponsorship. This latest accusation from Beijing could be interpreted as a tit-for-tat maneuver — a calculated PR counteroffensive meant to deflect from growing scrutiny over its own cyber campaigns.
DOUBLE-STANDARD DIPLOMACY?
China’s Foreign Ministry spokesperson Lin Jian didn’t mince words:
“We urge the U.S. to take a responsible attitude on cybersecurity issues, stop launching cyberattacks on China, and stop its groundless smears and attacks on China.”
But here’s the catch — China has never allowed independent verification of its cyber claims. It regularly omits technical details that would allow third-party experts to validate its accusations. Meanwhile, many of its own state-sponsored operations have been documented in painstaking detail by international cybersecurity firms, U.S. intelligence agencies, and global researchers.
China’s claim against the NSA is based largely on its own internal review, with no verifiable forensics, indicators of compromise, or audit trails released to the public. That doesn’t automatically mean the accusation is false — but it does make it hard to take at face value.
