Canadian Citizen Sentenced to Federal Prison for Unlawfully Voting in Multiple North Carolina Federal Elections

RALEIGH, N.C. — A Canadian citizen has been sentenced to federal prison after admitting to falsely claiming United States citizenship in order to vote in multiple North Carolina federal elections spanning nearly two decades, according to federal authorities in the Eastern District of North Carolina.

Federal prosecutors stated Denis Bouchard, 70, received a two-month federal prison sentence after pleading guilty to making false claims of United States citizenship connected to unlawful voting activity in federal elections between 2004 and 2024.

According to federal court records, Bouchard resided in the United States since the 1960s but never obtained American citizenship. Investigators stated he repeatedly certified under penalty of law that he was a United States citizen while registering to vote and casting ballots in federal elections throughout North Carolina.

Federal authorities stated voting records confirmed Bouchard unlawfully cast ballots in nine separate federal elections over a twenty-year period, including participation in the 2022 election cycle and the 2024 presidential election.

Investigators alleged Bouchard falsely claimed citizenship status on North Carolina voter registration applications and election documentation despite knowing he was not legally eligible to participate in federal elections.

The case highlights continuing federal scrutiny involving election integrity investigations, voter eligibility enforcement, citizenship verification procedures, and unlawful voting prosecutions tied to federal election systems.

Federal authorities emphasized that non-citizens are prohibited from participating in federal elections under United States law. Cases involving false citizenship claims tied to voter registration or ballot participation can trigger both criminal penalties and immigration consequences.

U.S. Attorney W. Ellis Boyle stated the prosecution reflected broader federal efforts to protect election systems and preserve confidence in the integrity of federal voting processes. Boyle also referenced the narrow margins that have decided some statewide and local elections in recent years, emphasizing the government’s position that unlawful ballots can undermine public confidence in election outcomes.

Federal prosecutors stated Bouchard pleaded guilty to two counts under Title 18 United States Code Section 1015(f), involving false claims of United States citizenship made in connection with voting activity.

In addition to the prison sentence, Bouchard was ordered to serve one year of supervised release and now faces potential immigration consequences connected to the conviction.

The sentence was imposed by United States District Judge James C. Dever.

Federal officials stated the FBI led the investigation with assistance from the North Carolina Board of Elections and Immigration and Customs Enforcement.

The case was prosecuted by Assistant U.S. Attorney Karen Haughton.
