Federal authorities have announced the disruption of two major multi-state drug trafficking organizations following a coordinated Homeland Security Task Force enforcement operation that resulted in federal arrests, large-scale narcotics seizures, firearms investigations, and multiple fugitive warrants spanning Maryland, West Virginia, and surrounding jurisdictions.
According to the United States Attorney’s Office for the Northern District of West Virginia, the coordinated enforcement initiative resulted in 19 defendants charged in connection with two separate cocaine and cocaine base trafficking organizations operating throughout Berkeley County, Jefferson County, and surrounding regions over an extended multi-year period.
Federal authorities stated coordinated arrests were carried out in Maryland and West Virginia as part of the operation, with investigators targeting individuals accused of trafficking cocaine, crack cocaine, illegally possessing firearms, laundering narcotics proceeds, and supporting regional distribution pipelines moving narcotics across state lines.
The investigations involved extensive cooperation between the FBI, Homeland Security Investigations, Drug Enforcement Administration, ATF, state police agencies, sheriff’s departments, local police departments, federal prosecutors, fugitive task forces, and National Guard counterdrug units.
According to federal indictments, one trafficking organization allegedly operated out of the Baltimore and Greenbelt, Maryland areas while distributing large quantities of cocaine and cocaine base throughout West Virginia’s Eastern Panhandle region.
Federal prosecutors identified alleged members and associates connected to the organization as:
- Omari Obeng Stewart, also known as “O,” 46, of Greenbelt, Maryland
- Rohan Lamante Broadie, also known as “Glama G,” 53, identified by federal authorities as an illegal alien from Jamaica
- Aneteneh Zewde Terfe, 45, of Baltimore, Maryland
- Christopher Wallace Jones Jr., 38, of Capitol Heights, Maryland
- Marvin A. Taaff, 39, identified by federal authorities as an illegal alien from Jamaica
- Omo-Karo Cooper, 46, of Brandywine, Maryland
- Traci-Ann Simone Ward, 41, identified by federal authorities as an illegal alien from Jamaica
- LeeAnn Lopez, 33, of Greenbelt, Maryland
- Gavin Anthony Johnson, 23, of New Carrollton, Maryland
- Dante McFalls, 37, of Martinsburg, West Virginia
- Tabatha McFalls, 40, of Martinsburg, West Virginia
- Stanley Delano Lum, 41, of Martinsburg, West Virginia
- Juan Vashaun Payne, also known as “Big Guy,” 51, of Martinsburg, West Virginia
- Christopher Pasco, 57, of Inwood, West Virginia
Federal authorities alleged the organization used multiple residences as narcotics storage and distribution locations while trafficking cocaine and crack cocaine across regional supply routes linking Maryland and West Virginia.
Investigators stated members of the trafficking organization allegedly possessed firearms in support of narcotics operations and handled significant cash proceeds generated through cocaine distribution activity.
Court filings further alleged Stewart routinely traveled between Maryland and West Virginia to coordinate cocaine trafficking, supply operations, and narcotics sales throughout the region.
Several defendants are facing federal conspiracy charges tied to the alleged distribution of more than five kilograms of cocaine and more than 28 grams of cocaine base.
The second trafficking organization allegedly centered around brothers Jorfory Twyman, also known as “Foy,” and Joroy Twyman, also known as “Roy,” both of Ranson, West Virginia.
Federal investigators alleged the Twyman organization distributed more than 500 grams of cocaine along with additional quantities of cocaine base throughout Jefferson County and surrounding communities.
Additional defendants charged in connection with the Twyman investigation include:
- Jennifer Woodsmall, 48, of Summerville, South Carolina
- Chaz Plauche, 31, of Charles Town, West Virginia
- one unnamed fugitive identified in federal filings
During the investigation, law enforcement executed multiple search warrants involving homes, residences, storage units, and associated properties tied to the trafficking operations. Authorities reported seizing cocaine, cash, and luxury items investigators believe were purchased using narcotics proceeds.
Federal authorities stated the operation reflects the growing use of intelligence-sharing enforcement models involving federal, state, and local agencies working jointly against organized narcotics operations that increasingly cross county and state boundaries.
FBI Pittsburgh Special Agent in Charge Richard Evanchec stated the investigation involved months of coordinated investigative work targeting networks contributing to violence, addiction, and regional narcotics distribution.
DEA Washington Division Special Agent in Charge Christopher Goumeis stated the case demonstrated the continuing overlap between narcotics trafficking and illegal firearms possession among organized criminal groups operating within the United States.
Homeland Security Investigations Washington D.C. Special Agent in Charge Eric Weindorf stated the Homeland Security Task Force structure allows agencies to combine investigative authorities, intelligence resources, and operational coordination against evolving criminal organizations.
Federal officials stated six defendants remain fugitives, including:
- Omo-Karo Cooper
- Tabatha McFalls
- Juan Vashaun Payne
- Christopher Pasco
- and one unnamed fugitive
Authorities stated Marvin A. Taaff was already in custody prior to the coordinated arrest operation.
The investigations were conducted by the Eastern Panhandle Drug and Violent Crimes Task Force, a HIDTA-funded initiative, alongside federal and regional law enforcement agencies from West Virginia, Maryland, Virginia, North Carolina, South Carolina, and Washington D.C.
Federal officials stated the case also forms part of the Homeland Security Task Force initiative established under Executive Order 14159, which focuses on transnational criminal organizations, narcotics trafficking, organized violence, cartel activity, fugitive apprehension, and related interstate criminal operations.
Assistant U.S. Attorney Lara Omps-Botteicher is prosecuting the federal cases.
Federal authorities emphasized that the indictments contain allegations only and that all defendants are presumed innocent unless and until proven guilty in federal court.
