OpenAI Disables ChatGPT Accounts Tied to State-Backed Hackers, Malware Coders, and Disinformation Networks
For all the criticism OpenAI receives, this time they did something most tech companies won’t: they pulled the curtain back. In a new disclosure, OpenAI revealed that multiple state-sponsored actors had been using ChatGPT to refine malware, generate disinformation, and carry out targeted cybercrime across platforms and borders. And they shut those accounts down.
According to the report, threat actors tied to China, Russia, Iran, North Korea, and even Cambodia were operating dozens of ChatGPT accounts, each weaponized for different objectives. What’s been exposed is not just a few rogue actors, but a clear and coordinated abuse of AI for geopolitical manipulation, social deception, and digital exploitation.
Many of these accounts were used to generate fake social media comments, posing as real users while pushing propaganda on divisive issues. OpenAI noted that China-linked accounts were prompting ChatGPT in Chinese, then producing English-language comments about U.S. politics, Taiwan, and even attempting to discredit Pakistani activist Mahrang Baloch. These comments were distributed across TikTok, Facebook, Reddit, Telegram, and X (formerly Twitter), forming entire thread-chains of artificial dialogue designed to simulate public consensus. OpenAI said most of this content saw little engagement, but that isn’t the point. The point was saturation and subtle influence.
Russia’s actors reportedly used the platform to craft German-language posts aimed at undermining NATO and the upcoming German elections, while Iran-based accounts followed suit with content designed to sway international narratives. Meanwhile, a series of Philippine-linked accounts were pushing mass-produced messages supporting local political leaders, and Cambodian accounts were recruiting for scam compounds by posting fake job offers in multiple languages — all AI-generated.
The report doesn’t stop with propaganda. It documents how some of the most well-known cyberespionage groups, including China’s APT5 and APT15, used ChatGPT to assist in malware development and offensive cyber research. These groups were caught generating scripts to brute-force login credentials, scan ports, and build automated tasks to deploy across social media platforms. OpenAI stated these actors were researching sensitive infrastructure, including U.S. defense systems, satellite communications, and military ground station locations. They were even crafting questions about government-issued ID systems and biometric cards, all under the guise of generic queries.
In one case, OpenAI tracked the development of a new strain of Windows malware nicknamed ScopeCreep — a tool designed to infect gamers, elevate privileges, steal credentials, and remain undetected while transmitting updates via Telegram. According to the report, Russian developers using ChatGPT built and refined this malware slowly, abandoning each account after a single session and creating a new one for each code iteration. It was calculated, cautious, and effective — until OpenAI shut it down.
Perhaps the most disturbing revelation came from North Korean-linked operations. These actors weren’t just using ChatGPT for research — they were using it to create fake job seekers. Through fake resumés, fake personas, and spoofed credentials, they built detailed applications designed to infiltrate legitimate Western companies. Some even coordinated laptop deliveries to U.S. citizens who unknowingly became the remote access point for North Korean operators. OpenAI said it uncovered efforts to develop internal tools that would help manage these false applications and automate their delivery. These weren’t isolated efforts. They were layered and methodical.
Cambodian criminal networks also used ChatGPT to mass-produce recruitment messages, translating Chinese-language scams into multiple dialects across Africa, Asia, and Latin America. The goal was to trap people with too-good-to-be-true offers and funnel them into digital slavery inside cyber scam compounds. These operations were centralized, professional, and connected — and they used ChatGPT to streamline their abuse.
In every case, OpenAI shut down the involved accounts and shared the intelligence with partners in the tech and cybersecurity industry. They made clear that while ChatGPT did not give these actors powers they couldn’t have accessed elsewhere, it did make them faster, more scalable, and harder to trace.
That’s the quiet danger of modern AI. It doesn’t need to be revolutionary to be weaponized. It just needs to be convenient.
There is no question anymore whether AI is being used to distort reality, undermine trust, and assist in global cybercrime. It is. And these accounts — run by state operatives, criminal enterprises, and ideological saboteurs — are proof of that.
What OpenAI did here was not just ban a few users. They exposed an ecosystem.
For that, credit is due. Because truth does find a way — even when it’s forced to claw its way through firewalls, fake accounts, and proxy servers.
Let this be the reminder: the battlefield is no longer coming. It’s already here. And AI is one of the sharpest weapons on it.
