A former elite officer of the UK’s National Crime Agency (NCA) has been sentenced to five and a half years in prison for stealing Bitcoin assets from a darknet drug trafficker he personally helped prosecute.
Paul Chowles, 42, once considered a trusted NCA cybercrime expert, was convicted by Liverpool Crown Court after pleading guilty to:
- Theft
- Transferring criminal property
- Concealing criminal property

The Original Operation: Silk Road 2.0 and the Seizure
In 2014, Chowles worked directly on the UK end of a joint NCA–FBI investigation into Thomas White, the Liverpool-based mastermind behind Silk Road 2.0 — a clone of the original illicit marketplace shut down by U.S. authorities in 2013.
As lead analyst, Chowles was responsible for decrypting data on seized devices and facilitating the confiscation of crypto assets. Among these were 97 bitcoin, obtained from White’s personal “retirement wallet.”
White, convicted and in custody, later claimed that 50 of those bitcoin mysteriously vanished in 2017, worth only £60,000 (~$80,000) at the time — but now equivalent to £4.4 million (~$5.9 million) in 2025.
Despite his conviction, White insisted he had not accessed the wallet, instead alleging an inside job by law enforcement — specifically pointing to the fact that the NCA held the private keys.
The Hidden Trail: Chowles Launders the Bitcoin Through the Shadows
While early investigations in 2021 wrote off the missing bitcoin as “untraceable,” a renewed probe by Merseyside Police exposed the real culprit: Paul Chowles himself.
Investigators uncovered that Chowles:
- Accessed White’s private wallet using agency-held keys
- Moved funds through dark web crypto mixers to mask origins
- Transferred cleaned Bitcoin into public wallet addresses he controlled
- Converted the stolen funds to cash using Cryptopay debit cards
He ultimately profited over £613,000 (~$820,000) from the scheme — all while continuing his official duties with access to highly sensitive data.
Key evidence included:
- An iPhone linking Chowles to crypto transfer activity
- Browser history showing engagement with crypto mixing services
- Handwritten notebooks in his office containing logins, wallet addresses, and transactional notes tied to White’s accounts
Betrayal of the Badge: Reactions from Authorities
Merseyside Police’s Detective Chief Inspector John Black condemned the betrayal:
“This case should illustrate in the starkest terms that nobody is above the law. Chowles involved himself in the very criminality he was sworn to investigate and prevent.”
The NCA, in a rare public statement, admitted the magnitude of the breach:
“We understand and fully share the concern this case will cause the public we serve. Chowles was dismissed for gross misconduct and his actions do not reflect the integrity of our agency.”
CPS Prosecutor Alex Johnson added:
“Chowles was technically skilled, competent, and deeply aware of cryptocurrency operations. He used that knowledge not to serve justice — but to line his own pockets, confident that suspicion would never land on him.”
