They call it convenient.
A fast, frictionless way to turn cash into cryptocurrency — tucked away in gas stations, corner stores, and shopping centers. But behind the glowing screens and QR codes, a quieter threat has emerged.
Crypto ATMs — also known as convertible virtual currency (CVC) kiosks — are rapidly becoming the preferred tool for money launderers, scammers, and financial predators.
And now, the U.S. Treasury is saying it out loud: this system is being abused at scale.
A SYSTEM WITH NO GUARDRAILS
In a new advisory issued by FinCEN (Financial Crimes Enforcement Network), the Treasury warns that the explosion of crypto ATMs across the country has been matched by a disturbing pattern:
“An increasing number of operators are ignoring anti-money laundering obligations — creating an environment ripe for abuse.”
That’s not speculation. That’s a pattern confirmed by:
- Unregistered kiosk operators
- Victim losses exceeding $246 million in a single year
- ATM transactions structured to avoid detection
According to data cited in the advisory, the U.S. went from 4,250 Bitcoin ATMs in 2020 to over 30,600 as of August 4, 2025 — a 621% increase in under five years. But as availability expanded, oversight collapsed.
HOW IT WORKS — AND WHO IT HITS
Crypto ATMs are deceptively simple:
- Insert cash
- Scan a wallet QR code
- Receive cryptocurrency
- Walk away with a transaction nearly impossible to reverse or trace
But in the hands of a scammer, this process becomes a weapon — and their favorite targets are elderly victims. According to FinCEN and FBI data, scammers use highly detailed instructions to walk victims step-by-step through ATM use:
“Drive to this location. Insert this amount. Enter this wallet address.”
The victim believes they’re helping a grandchild, paying a legal fee, or securing a bank account. In reality, they’re funding a criminal operation that may already be laundering money across borders.
RED FLAGS: STRUCTURED FRAUD AND STRATEGIC SILENCE
FinCEN is now urging kiosk operators and financial institutions to watch for high-risk patterns, including:
- Customers conducting multiple transactions just below the Suspicious Activity Report (SAR) threshold
- Individuals with no prior crypto history suddenly depositing large amounts
- Bank clients withdrawing cash and explicitly stating intent to use crypto ATMs
- Victims conducting transactions from multiple kiosks in a single region
The use of layered low-value transfers is a hallmark of laundering schemes — designed to stay under detection thresholds while moving serious sums over time.
THE REGULATORY VACUUM — AND WHO’S FILLING IT
Most crypto ATM operators are required by the Bank Secrecy Act to register with FinCEN as money services businesses. But many simply don’t. That non-compliance is not a paperwork issue — it’s a strategic vulnerability.

Some governments are beginning to act:
- New Zealand banned all crypto ATMs nationwide in July 2025
- Australia implemented regulations requiring enhanced KYC checks and spending caps
- In the U.S., Senator Dick Durbin introduced legislation requiring kiosk operators to register, disclose locations, and provide detailed receipts for traceability
The proposed U.S. law would also:
- Impose transaction limits on new users
- Mandate refund options for fraudulent transactions
- Expand federal visibility into an ecosystem that’s largely operating outside traditional banking rails
