For years, Southeast Asia’s scam compounds have been an open secret — fortified hubs where thousands of trafficked workers are forced to operate online scams under brutal conditions. On Monday, the U.S. Treasury Department announced sweeping sanctions against individuals and entities fueling this machinery of cybercrime in Myanmar’s Karen State and Cambodia’s casino belt.
The numbers are staggering: U.S. officials estimate more than $10 billion stolen from Americans through romance frauds, crypto schemes, and fake investment operations linked back to these compounds. Behind the statistics lies a darker truth — tens of thousands trafficked, abused, and enslaved in high-rise compounds masquerading as casinos, hotels, or tech parks.
Infrastructure at Risk
At the heart of these sanctions is Shwe Kokko, a notorious enclave in Myanmar’s Karen State. Once pitched as a Chinese-backed “new city,” it has instead become a hub for cyber scam syndicates. The Karen National Army (KNA), once a militia with nationalist roots, has partnered with Myanmar’s military junta to profit from the scam economy.
- Saw Chit Thu, a KNA commander long sanctioned by the U.S. and EU, is identified as a key broker, funneling trafficked labor into compounds and leasing land and utilities to scam operators.
- His deputies, Tin Win and Saw Min Min Oo, oversee properties, provide security, and control companies directly tied to scam operations.
- The Treasury blacklisted their companies, including Chit Linn Myaing Company, its Toyota and Mining subsidiaries, and Shwe Myint Thaung Yinn Industry & Manufacturing Company, which provides power to scam compounds even when Thailand cuts supply.
China-born She Zhijiang, already infamous as a fugitive casino mogul, was also sanctioned alongside Yatai International Holdings Group and associated shell companies. Together with Chit Thu, She has built one of Shwe Kokko’s largest complexes — a sprawl of casinos, brothels, and cyber scam sweatshops.
In Cambodia, sanctions fell on casino-based networks in Sihanoukville and Bavet:
- Dong Lecheng, Xu Aimin, Chen Al Len, Su Liangsheng, and their entities T C Capital, HH Bank, KBX Investment, KB Hotel, Heng He Bavet, and MDS Heng He.
- These groups launder scam proceeds through casinos while trafficking workers into compounds where they are forced to run crypto scams targeting Americans and Chinese alike.
Many of these operations enjoy protection from elites like Try Pheap, a Cambodian tycoon and close ally of Prime Minister Hun Manet, previously sanctioned for corruption and trafficking.

Secretary of State Marco Rubio framed the sanctions as part of a broader U.S. push to defend both American victims and the trafficked workers enslaved in these compounds. “These sanctions protect Americans from the pervasive threat of online scam operations by disrupting the ability of criminal networks to perpetuate industrial-scale fraud, forced labor, physical and sexual abuse, and theft of Americans’ hard-earned savings.”
The U.S. Treasury’s Office of Foreign Assets Control (OFAC) has already sanctioned dozens of Southeast Asian scam actors in 2025, including Huione Group, a Chinese platform central to laundering stolen funds. Monday’s move expands the net — directly targeting the militia leaders, casinos, and shell companies providing the infrastructure.

Microsoft and Mandiant continue to track the infrastructure supporting scam compounds. Analysts warn that without stronger regional cooperation, many sanctioned operators will simply rebrand or shift operations to new shell firms.
