A Philadelphia man has been sentenced to 33 months in federal prison for a series of racist threats, violent behavior, and cyberstalking that targeted city employees and private citizens across multiple incidents. Federal prosecutors detailed a pattern of escalating behavior by 44-year-old Mark Tucci, whose harassment began with hostile emails and telephone calls and progressed into explicit threats, targeted intimidation, and in-person acts that left victims terrified for their safety. Tucci previously pleaded guilty to interfering with federally protected activities, cyberstalking, and interstate communication of threats — charges that reflect both the scope and severity of his conduct.

CASE DETAILS

According to court filings, Tucci repeatedly contacted an employee of a Philadelphia city agency — identified as Victim 1 — with racist insults and violent threats beginning in April 2024. After initially sending hostile emails regarding a records request, Tucci escalated the behavior through repeated calls to the agency. During two phone conversations on June 3, 2024, Tucci identified himself by name and screamed at Victim 1, continuing even after being asked to stop, forcing the victim to end the calls for safety.

Tucci then targeted two colleagues of Victim 1, again using racial slurs and threats. He stated explicitly that he planned to come to the agency the following day and harm everyone present. He also claimed to possess Victim 1’s home address — information that was never given to him — and threatened to injure the victim.

Later that same day, Tucci emailed additional threats and sent text messages to Victim 1’s personal cell phone. The texts referenced the victim by name and mentioned the street where Victim 1 lived, adding a direct layer of intimidation that caused the victim to fear for their life and the safety of their family.

Prosecutors stated that Tucci intentionally interfered with Victim 1’s federally protected employment rights. His actions were driven by racial animus, placing the conduct within the scope of federal civil rights violations.

ADDITIONAL INCIDENT

Court records also describe an earlier incident on February 1, 2024, in which Tucci pulled alongside another motorist — identified as Victim 2 — during heavy traffic on I-95. Tucci repeatedly screamed racial slurs and issued threats to shoot and kill the driver. When Tucci reached down inside his vehicle, Victim 2 believed he was grabbing a firearm. Tucci instead threw a glass coffee mug at Victim 2’s vehicle, causing damage and significant fear. This event occurred while Victim 2 was lawfully using a state-operated roadway, bringing the incident under federal civil rights protections.

U.S. Attorney David Metcalf emphasized that no member of the public is required to endure racial intimidation or targeted harassment while carrying out their daily responsibilities.
