Federal prosecutors have charged a Memphis man with orchestrating a coercive sex-trafficking scheme that moved across multiple jurisdictions and relied on intimidation, manipulation, and forced dependency to control the victim. The indictment outlines a pattern of conduct spanning late 2024 through early 2025, revealing how the accused exploited the victim through a mix of violence, threats, and fabricated promises to maintain control while transporting her across state lines for commercial sex.
According to the charging documents, Carey O’Neal Walker — known as “Rampage” — used force, fraud, and coercion to compel the victim into repeated prostitution in Jefferson County, Alabama. Prosecutors state that Walker moved the victim from Tennessee to Alabama on two separate occasions, each time using a combination of manipulation and physical dominance to keep her compliant. Investigators indicate that the victim’s attempts to seek help were suppressed through threats and psychological pressure, consistent with broader trafficking patterns seen across interstate corridors.
The FBI’s Birmingham Division initiated the investigation after indicators of trafficking surfaced in late 2024, prompting federal involvement due to the interstate nature of the crime. Agents identified multiple instances where the accused leveraged fear to maintain control, including restricting the victim’s autonomy, dictating movement, and overseeing commercial activities for financial gain. The charging documents show that the exploitation centered on profit, power, and dependency — a structure common in trafficking cases that span more than one state.
Walker now faces three federal counts: sex trafficking by force, fraud, or coercion; interstate transportation for commercial sex; and coercion and enticement. Each charge carries significant penalties due to the severity of force-based trafficking and the additional weight of crossing state lines to further the crime. Prosecutors note that an indictment is not a conviction and that Walker remains presumed innocent unless proven guilty in court.
