Federal authorities have dismantled a major smuggling operation responsible for funneling high-end AI technology to China and other restricted destinations, seizing more than $50 million in advanced Nvidia GPUs and arresting multiple individuals tied to the scheme. The case, part of an intensive, multi-agency effort known as Operation Gatekeeper, exposes a trafficking pipeline designed to divert cutting-edge artificial intelligence hardware away from U.S. oversight and into the hands of foreign buyers seeking to bypass export-control laws.
Prosecutors stated that two defendants are now in custody for their roles in coordinating the unlawful export of restricted AI processors, while a Houston-based company and its owner have pleaded guilty to participating in the network. Federal investigators emphasized that the scheme directly targeted U.S. technological superiority by attempting to move hardware considered foundational to national security, modern computing, and military-grade artificial intelligence development.
Assistant Attorney General for National Security John A. Eisenberg underscored that U.S. innovation represents decades of scientific advancement and that federal law enforcement will aggressively defend the nation’s technological edge from unlawful acquisition. Prosecutors described the seized GPUs as the core components that power generative AI, advanced simulation systems, and high-performance computing — all technologies with significant dual-use potential.
CASE DETAILS
Court records show that Alan Hao Hsu, 43, of Missouri City, Texas, along with his company Hao Global LLC, pleaded guilty to export-control violations and smuggling charges. From October 2024 through May 2025, Hsu and co-conspirators knowingly attempted to export more than $160 million in restricted Nvidia H100 and H200 Tensor Core GPUs. These processors are among the most powerful AI accelerators in commercial production, engineered to handle massive data loads and support advanced AI model training, including systems used for national defense.
Investigators revealed that Hsu falsified shipping documents, misrepresented ultimate recipients, and masked the true nature of the exports. More than $50 million in wire transfers originating from China funded the operation. The GPUs were shipped to the People’s Republic of China, Hong Kong, and additional foreign locations despite strict export controls designed to prevent unauthorized military or intelligence use.
Hsu faces up to 10 years in federal prison, while Hao Global LLC faces financial penalties linked to the total gain from the crime.
ADDITIONAL DEFENDANTS
Two additional defendants — both PRC nationals — were arrested for their roles in coordinating procurement, inspection, repackaging, and export activities designed to conceal the hardware’s true destination.
Benlin Yuan, 58, CEO of a Virginia-based subsidiary of a Beijing IT corporation, was arrested in Sterling, Virginia. Prosecutors allege that Yuan recruited individuals to inspect mislabeled GPUs, directed them to conceal PRC involvement, and attempted to craft false narratives to mislead U.S. authorities after shipments were detained.
Fanyue “Tom” Gong, 43, a PRC citizen residing in Brooklyn, New York, was arrested for conspiring to smuggle restricted goods. Charging documents describe a network of straw buyers, shell companies, and intermediaries who acquired Nvidia GPUs under the guise of serving U.S. customers. Workers under Gong removed Nvidia branding, relabeled hardware under the fictitious company “SANDKYAN,” and prepared shipments disguised as generic computer parts.
Federal agents discovered that Gong and Yuan coordinated with employees of a Hong Kong logistics firm and a China-based AI company to bypass export restrictions. In multiple conversations, Yuan allegedly discussed supplying false information to federal authorities and managing the storage and handling of additional GPU shipments.
If convicted, Yuan faces up to 20 years in prison and significant fines; Gong faces up to 10 years.

Federal officials stated that the operation represented a direct attempt to undermine U.S. export-control policy by channeling AI-critical hardware into foreign markets with strategic interest in matching or surpassing American AI capabilities. Authorities noted that these GPUs are essential for both civilian and military AI systems, making unlawful exports a substantial national security threat.
Investigators from the Commerce Department’s Bureau of Industry and Security, Homeland Security Investigations, and the FBI conducted the joint investigation. Prosecutors from the Southern District of Texas and the Justice Department’s National Security Division are overseeing criminal proceedings.
