According to the U.S. Attorney’s Office for the Western District of North Carolina, William Stanley, 25, and Heather Morrow, 44, both of Charlotte, now face a series of federal offenses stemming from conduct that disrupted the operation of the Immigration and Customs Enforcement / Enforcement and Removal Operations (ICE/ERO) facility in Charlotte on November 16, 2025. The charging document describes coordinated behavior that obstructed entrances, interfered with law enforcement responsibilities, and impeded federal personnel carrying out mandatory duties under federal law.
Conduct on Federal Property
The criminal bill of information alleges that Stanley and Morrow willfully entered federal property and engaged in a pattern of conduct designed to disrupt routine facility operations.
